This study is to distinguish the efficient libraries and make a comparison between libraries by using DEA for the relative efficiency of libraries in Gwangju, Jeollanam-do, and Jeollabuk-do. It also aims to compare and analyze differences in efficient libraries according to the different regions and establishment types, identify what factors determine efficiency, and provide measures to efficiently manage libraries. Study results can be summarized as follows: First, analysis results of efficient libraries in Gwangju, Jeollanam-do, and Jeollabuk-do through DEA for the relative efficiency show that libraries in Gwangju are considered relatively efficient. Second, in the case of libraries established by the local governments, libraries in Gwangju are relatively efficient among efficient libraries in Gwangju, Jeollanam-do, and Jeollabuk-do through DEA for the relative efficiency of establishment subjects. Third, analysis results of all the libraries in Gwangju, Jeollanam-do, and Jeollabuk-do through regression analysis of efficiency determinants show that the size of the facilities, libraries’ collections, and operating budgets all have impacts on the entire efficiency. Fourth, the results of regression analysis of efficiency determinants for libraries in Jeollanam-do and Jeollabuk-do indicate that operating budgets have no impact on the entire efficiency in Jeollanam-do, and libraries’ collections and staff members have no impact on the entire efficiency in Jeollabuk-do.
