이 연구에서는 공동체의 지속가능한 발전에서 중요한 역할을 할 수 있는 마을 사업에 초점을 맞추어 귀촌인의 사업 참여를 제한하거나 촉진하는 사회적 요인을 분석하였다. 강원도 내 3개 마을 20명의 귀촌인을 대상으로 심층면접을 실시하고, NVivo를 활용하여 편견, 규범, 교환이론, 리더십의 4가지 사회적 영향 요인을 분석하였다. 규범으로서 집단주의 문화, 의존적인 상황에서 접촉에 의한 편견 완화, 리더십으로서 사업관리 능력이 특히 많이 언급되었다. 사회적 영향 요인별 특징적인 사항은 첫째, 편견 측면에서 원주민은 공동체의 내집단으로 귀촌인은 외집단으로 간주되어 원주민이 마을 사업의 주요 의사결정 권한을 갖고, 귀촌인은 원주민과 의사소통이 어렵고 차별 대우를 받는다고 느낀다. ‘귀촌인이 이기적이고 잘난 척하며 금방 떠날 수 있다’는 고정관념도 편견을 강화시킨다. 둘째, 규범 측면에서 3년 정도의 거주 기간과 상주하는 거주 행태는 귀촌인이 공동체의 정식 주민으로 인정받는 기준이 되며, 사업 참여를 요구하는 강한 공동체주의는 귀촌인의 개인주의와 충돌하는 경향이 있다. 셋째, 교환이론 측면에서 귀촌인은 즐거움이나 경제적 보상을 위해 마을 사업 참여 의지를 나타내지만, 사업 회의와 교육 등의 비용 요소를 부담스러워하기도 한다. 청장년층 귀촌인이 유대감의 보상을 얻을 기회가 없다는 점도 사업 추진의 제약 요소이다. 넷째, 리더십 측면에서 귀촌인은 원주민보다 사업관리 능력은 있는 편이나, 관계지향적 소통이 약하다는 평가를 받는가 하면, 주민 갈등 상황에서 합리적인 중재자 역할을 할 수 있다는 인식도 존재한다.
Abstract
Focusing on village projects that play an important role in sustainable development of the community, this study analyzed the social factors that restrict or promote the participation of the urban-to-rural migrants. We conducted in-depth interviews with 20 urban-to-rural migrants from three villages in Gangwon-do and analyzed four social influence factors through NVivo: prejudice, norms, exchange theory, and leadership. Collectivist culture as a norm, project management ability as leadership, and mitigating bias by contact in a dependent context, were particularly mentioned. The characteristics of social influence factors are as follows: First, in terms of prejudice, regarding the indigenous people as the ingroup of the community and urban-to-rural migrants as outgroup, the former has the authority to make major decisions in village projects, while the latter feels that communication with the indigenous people is difficult and discriminatory. The stereotype that the urban-to-rural migrants are selfish, good-looking and able to leave immediately strengthens prejudices. Second, in terms of norms, residence patterns and around three years of residence tend to be accepted as a standard resident of the community, and strong communitarianism demanding participation in the projects tends to conflict with individualism of the urban-to-rural migrants. Third, in terms of exchange theory, the urban-to-rural migrants express their will to participate in village projects for pleasure or economic compensation, but they also feel burden with cost factors such as project meetings and education. The lack of opportunities for young people to receive compensation for their bonds is also a constraining factor for project participation. Fourth, in terms of leadership, there is a perception that urban-to-rural migrants are able to manage business more than the indigenous people, but they are evaluated as having a weak relation-oriented communication and can act as a reasonable mediator in the conflict situation.
