This paper presents philosophical proposals for the establishment of an Intelligent Robot Ethics Charter, as outlined in the Korean Act on the Promotion of Development and Distribution of Intelligent Robots, in light of the forthcoming era of Physical AI, where artificial general intelligence (AGI) will be integrated into robotic systems. To achieve this, Section 2 begins by providing a foundational overview of robot ethics. Specifically, the paper defines the concepts of “robot ethics” and “ethics of AI robots,” clarifying the distinctions between the two. It then explores the global landscape of robot ethics. Section 3 compares two prototype versions of the Korean Robot Ethics Charters that have been proposed in prior studies. Section 4 offers several philosophical proposals for the formulation of the Intelligent Robot Ethics Charter. In particular, the paper critically examines the 2023 proposal, focusing on the ethical responsibilities of robot manufacturers, suggesting key ethical considerations for robot users, and providing insights to improve the ethical dimensions of robot interactions.
