이 글에서는 서울대학교 규장각한국학연구원 소장 자료인 촬요(撮要)와 다른 자료들을 비교하여 정조시기 장용영(壯勇營)의 운영 과정에서 나타난 구상과 실상을 검토하였다. 특히 촬요에서 많은 분량을 차지한 인원 편제, 훈련과 시험에 집중하였다. 장용영은 주력인 초군(哨軍)을 계획만큼 확보하지 못하였다. 군역자원 확보에 관하여 국가와 인민이 직면한 난점들 때문에 인원 확보는 계획대로 이루어지지 않았고 타협과조정을 필수로 만들었다. 그런데도 장용영 관련 후대 기록에서 실제 수효가 아닌 계획상의 수치가 더러 등장한 것은 당대인이 실수(實數) 이외의 정보에도 가치를 부여하였기 때문이라고 판단된다. 한편 장용영은 집단전술보다 개인 기술에 초점을 두고 정기 훈련과 시험을 운영하였다. 동시대의 다른 경군문(京軍門)보다 빈번한 개인 단위 평가와 포상은 경제적 보상을 통하여 안정적 병력 유지를 추구한 결과로 추측된다. 이러한 상황에서 명문화된 규정과 간헐적 명령을 통한 철저한 훈련⋅시험 시행 강조는 군병의 환경과 별개로 바람직한 군주의 이념형을 표상하는 것이었다. 따라서 장용영 관련 자료에서 구상과 실상을 분별한 가운데 경군문전반의 맥락을 포괄하여 장용영의 역사적 의미를 도출할 필요가 있다.
Abstract
This article examines the management of Jangyongyeong (Brave Garrison) during the reign of King Jeongjo (1776-1800), focusing on internal disparities between plan and reality. Jangyongyeong was established and supported by King Jeongjo, who aimed for a new capital garrison to reflect his political interests and ideological thoughts on military affairs. However, the milieu of Jangyongyeong rendered its ideal images such as plan, regulation, and ideology either unfulfilled or refracted. Economic conditions led to a sort of compromise between the state and people concerned with Jangyongyeong. As a result, historical materials concerned with Jangyongyeong demonstrate confusing aspects, because some of them focus on the planned images while others on actual situations. When it comes to interpreting Jangyongyeong, it is necessary to distinguish reality from plan, and to consider broader contexts surrounding the incomplete garrison.
