학교행정의 효율화를 위한 에듀파인 학교회계시스템에 대한 교사의 인식 연구

본 연구에는 2010년 3월부터 모든 초·중등학교 재정·회계업무의 효율성과 투명성 제고를 통해 교육수요자에 대한 책무성을 높이기 위한 에듀파인 학교회계시스템의 활용실태와 교사의 인식을 조사·분석한 결과를 토대로 개선방안을 살펴보면 다음과 같다. 업무의 효율성 증진을 위해서는 우선 에듀파인 회계시스템이 학교나 교육지원청 이외의 장소에도 접속 가능하도록 하는 것이 필요하고 교원업무 경감을 위해서는 교원과 행정직원간의 명확한 역할 배분이 필요하다고 할 수 있다. 그리고 에듀파인 교육 및 연수 강화를 위해서는 먼저 단위학교의 자체연수 강화가 필요하고, 에듀파인이 현장에 조기 정착을 하기 위해서는 맞춤형 교육 및 연수 실시가 필요하다고 할 수 있다. 또한 현장교사와의 인터뷰 결과, 교사의 업무 부담 증가, 교무실과 행정실 간의 정확한 업무 분장 미비, 교원연수 부족, 사립학교 불만, 한정된 장소에서만 접속 가능이 문제점으로 지적되고 있는 만큼, 이에 대한 개선이 요구 된다.
Abstract
The present study was carried out to investigate and analyze actual application of Edufine school accounting system and teachers' awareness of the system which was introduced in March 2010 to improve transparency in financing and accounting performance at all grades of schools including elementary, middle and high schools and to sharpen sense of responsibility for educational consumers. From the study, following suggestions could be drawn to improve working performance of schools. In order to promote efficiency in school operation, it is necessary to ensure an access to the Edufine school accounting system not only inside but also outside the compound of the District School Support Authority. It is also requested to make clear of role distribution between teachers and administration staff to lessen the work burdens of teachers. In an effort to intensify education and training of Edufine school accounting system, each unit school should conduct its own training for staff members. To have the system firmly rooted at each school as early as possible, it may first of all be needed to conduct tailored education and training for persons in charge at schools. From the interviews with teachers working on the front line, it was revealed that problems they face include increased work load, inexact distribution of works between teachers' and administration offices, lack of training opportunities for teachers, complaints from private school teachers, and access to the system only in a limited place. These should all be corrected as soon as possible, it was suggested.
