본 연구는 학교예산회계제도의 운영실태를 분석하고 이를 바탕으로 효과성에 대한 실증분석을 함으로서 학교경영 혁신방안을 모색하는데 목적이 있다.연구의 목적을 달성하기 위하여 충청남북도와 대전 지역의 교직원을 표본으로 선정하여 자료를 수집하였으며, 수집된 자료에 대해서는 t-검증, 상관관계 분석, 다중회귀 분석을 실시하였다.본 연구의 결과를 요약하면 다음과 같다.첫째, 학교예산회계제도에 정착에 대한 교사들의 기대가 높은 것으로 나타나 학교예산회계제도 운영에 대한 참여와 학교회계 전 과정의 공개를 강화하는 학교회계의 운영이 되어야 하며, 민주적인 학교 운영은 교직원들의 학교예산회계제도 운영에 적극적인 참여 자세로부터 출발하여야 한다는 교직원들의 사고의 전환이 필요하다. 둘째, 학교예산회계제도에 대한 젊은 교사들의 관심과 참여가 높은 것으로 나타나고 있어 학교예산회계제도 운영의 효과성을 제고하기 위해서는 전문성 결여로 인한 학교예산회계제도 운영 참여를 기피하는 현상을 해결하기 위해 구체적이고 실제적인 연수가 필요하며, 교직원 및 학부모 모두가 신뢰하고 만족하는 효과적인 학교예산회계제도 운영을 도모해야 한다.
Abstract
The conclusion made based on verifiable and real analysis about effectiveness of the School Budget Account System operation is as follows. First, the transparency and democracy of School Budget Account System most influences the educational staff's simplification of responsible duties. Second, a specific and realistic training on method of operation such as budget planning, its execution, balancing books, and so on, has to be enforced for the sake of responsible operation of the educational curriculum in order to resolve the evasion of School Budget Account System operation involvement due to lack of expertise on it. Third, democratic and rational school management requires the change of thought by the education staff to start from the attitude of active participation on the operation of School Budget Account System and there is a demand for innovative strategy of the school administration. Fourth, there needs to be a plan to operate the effective School Budget Account System that the educational staff and the parents can trust and are satisfied with.
