Abstract

This study analyzes the transformation and adaptation of Korea’s civil official selection system from the traditional civil service examination (Gwageo) to the Jeongoso examination, using the 1894 Gabo Reform as a pivotal moment. By utilizing primary sources such as official annals and archival records like Gaksaregyeong (各司謄錄), alongside newspapers such as Gwanbo (官報) and Hwangseong Sinmun (皇城新聞), the study examines the historical evolution of the civil official selection system from the late Joseon period to the Korean Empire. The research delves into the background, content, and implementation process of the “Proposal for Reforming the Gwageo System” introduced during the Gabo Reform, aiming to uncover both the traditional adaptations and innovative aspects of the reform. As the first systematic transformation of the traditional civil official selection system, the proposal sought to nurture practical talents by adjusting the format and content of examinations. It introduced key measures, including the establishment of the Seonggeo Jorye (選擧條例), Jeongoguk Jorye (典考局條例), and Mungwan Suimsik (文官受任式), incorporating a selection process that combined recommendations and examinations. However, issues of subjectivity and political interference in the recommendation process revealed inherent limitations in the reform's fairness and transparency. Furthermore, the introduction of the Jeongoso examination in 1905 marked an effort during the Korean Empire to institutionalize and modernize the civil official selection system through the adoption of a new curriculum and qualification standards. However, increasing Japanese interference led to challenges such as insufficient applicants, frequent rule changes, and administrative inefficiencies, which undermined the system's fairness and independence. This study focuses on four key aspects: In the first chapter, a detailed examination is conducted on the historical background, main features, and implementation process of the “Proposal for Reforming the Gwageo System” during the Gabo Reform, highlighting its innovative characteristics and limitations. In the second chapter, an analysis is provided of major regulations established during the reform, including the Seonggeo Jorye, Jeongoguk Jorye, and Mungwan Suimsik, to explore the balance and challenges between tradition and the adoption of new systems. In the third chapter, an investigation into the design and operation of the Jeongoso examination during the Korean Empire is presented, emphasizing the characteristics of the open examination format and identifying factors that weakened its functionality, including the structural constraints imposed under Japanese influence. Lastly, in the conclusion, a comprehensive review of the achievements and issues arising from the transition from the Gwageo system to the Jeongoso examination is conducted, offering insights into the historical experiences and lessons of Korea’s civil official selection system as it sought to harmonize the principles of the traditional examination with the demands of the modern era.
