서구국가에 잠재된 인종주의와 이민자 사회통합의 과제

Latent Racism and Problems of Social Integration in Western Nations

초록

우리는 단일민족으로 단일민족국가에서 살아왔다. 따라서 한국인은 외국인(다른 인종)과 같이살아본 경험이 적다. 특히 인종간의 폭력적 갈등, 전쟁, 학살 등의 부정적인 경험이 없다. 이러한 상황에서 최근 들어 외국인의 유입이 증가하면서, 다문화사회(또는 다인종사회)라는 새로운 경험을 하고있다. 그러다보니 외국인의 유입은 피할 수 없는 세계적 추세이지만, 외국인의 유입은 필연적으로사회통합을 약화시킨다는 사실을 간과하고 있다. 즉 외국인의 유입을 늘리는 것이 중요한 것이 아니 라, 한국에 유입된 외국인과의 공존방안을 모색하는 것이 중요하다. 그런데 한국에서는 정치권과 일부 학자들이 다문화사회의 피상적인 개방성만 보고, 국가적 차원의 장기적 전망도 없이 정책을 실시하여 왔고, 다문화정책(또는 이민정책)은 아직도 표류하고 있다. 한편 우리와 달리 서구 국가들은 국가의 역사가 짧다. 그러다보니 그들의 국가를 구성한 선조들이 누구이고 어떻게 이동하여 왔는지에 대한 기록이 잘 보전되어 있다. 또 서구 국가들은 대부분 인 도-유럽족이라는 동일한 조상과, 정교(Orthodox), 가톨릭, 개신교라는 기독교적 공통적 문화도 가지고 있다. 우리보다는 혈연적, 문화적 공통성이 강하고, 오랫동안 외국인의 유입을 경험해왔다. 1950년 7월 UNESCO는 인종주의에 대한 종언을 선언했다. 그럼에도 서구 국가에서의 인종갈등은우리 보다 심각하여 해결되지 않고 있다. 이러한 이유 중의 하나는 표면적으로는 사라졌지만, 개인의 사고방식에 잠재되어 있는 인종주의 때문이다. 이 논문은 인종주의에 대한 연구를 통하여, 서구국가의 다문화사회와 사회통합을 보다 심층적으로 이해하는데 있다.

Abstract

The purpose of this study was to overlook latent racism and problems of social integration in western nations. Korean lacks practical experience in racism, racial conflict, race riot etc. So Korean have a superficial perception of racism. Mass media, scholars, politician have frequently misled the people with distorted view. Multiculturalism and weakening of social integration are two sides of the same coin. Growing number of immigrant weakens social integration. Unlike more Western nations, Korea ins’t embracing diverse religions and languages in light of the growing number of immigrants. It’s time to consider social integration to minimize side effects of growing number of immigrants. Most of european are an Indo-European people and they have common ancestor and common culture. But there is a the endemic problem of racism in western nations. Racism has been unavoidable and ubiquitous in societies for centuries. Racism is a deeply rooted prejudice which has existed for thousands of years. Racism is beyond common sense and has no place in our period. But racism is still exist and has influence with the people in western nations. The rise of racism in western nations is a serious concern. For an in-depth understanding of western nations, we have to understand what was racism.
