비전문취업(E-9) 외국인근로자의 한국어 실력 향상에 미치는 요인과 한국어 교육 효과성 연구

초록

(연구목적) 비전문취업(E-9) 외국인근로자의 한국어 실력 향상에 영향을 미치는 요인을 탐색하여 한국어 실력 향상을 도모하고, 이를 통해 한국 적응 및 안정적인 직장생활을 촉진하는 것이다. (연구방법) “2022년 이민자 체류 실태 및 고용조사”의 마이크로데이터(micro data)를 활용하여, 1,952명에 대한 모집단 가중치를 적용한 회귀분석을 시도하였다. 또한, 한국어 교육의 순수효과를 평가하기 위하여 2,061명에 대한 성향점수매칭 분석을 실시 하였다. (연구결과) 회귀분석 결과, 10년 이상 거주할수록 한국어 실력 수준이 높았고, 가족과의 의사소통 시 한국어를 사용할 때 한국어 능력 수준이 높았으며, 고등학교 이상 졸업자가 한국어 실력 수준이 높았고, 출신 국가에 따른 한국어 실력은 차이가 있었다. 성향점수매칭 분석을 시도하였을 때, 한국어 교육 참여자의 한국어 실력 수준이 비참여자에 비하여 높았으며, 한국어 교육의 효과성을 입증하는 결과이다. (결론 및 제언) 한국어 실력 영향 요인 분석과 한국어 교육 효과 검증 결과를 기반으로 다음과 같은 제언을 시도하였다. 첫째, 비전문취업(E-9) 외국인근로자의 한국어 교육 접근성을 증진해야 한다. 둘째, 한국어 교육 제공 기관들은 한국어 실력 향상 요인 중심으로 사례관리를 시행해야 한다. 셋째, 한국어 교육의 효과 증진을 위해 비전문취업(E-9)외국인근로자의 근로활동 또는 직장생활과 관련된 한국어 교육이 수행되어야 한다.

Abstract

(Purpose) The purpose of this study is to explore the factors that affect the improvement of the Korean language skills of unskilled migrant workers (E-9 workers) and thereby promote their adaptation to Korea and stable work life. (Research methods) Using micro data derived from the “2022 Survey on Immigrants’ Living Conditions and Labor Force”, this study attempted a regression analysis applying population weights to 1,952 samples. Additionally, this study conducted a propensity score matching analysis (PSM) using 2,061 samples to evaluate the net effect of Korean language education. (Findings) Regarding the result of regression analysis, the level of Korean language proficiency was higher when the residence period was more than 10 years, compared to residence period of less than 6 months. When communicating with family, the level of Korean language proficiency was higher in the group that spoke Korean compared to the group that had no family in Korea or used their native language. The Korean language proficiency of unskilled migrant workers with a high school diploma or higher was higher than that of workers in lower grades of elementary school. The Korean language skills among E-9 workers differed depending on their country of origin. In terms of the result of PSM, Korean language skills of participants in Korean language education was higher than that of non-participants, indicating that Korean language education was effective. (Conclusion and recommendations) Based on factors affecting Korean language skills and the net effect of Korean language education, this study proposed policy suggestions. First, the accessibility to Korean language education for E-9 workers needs to be improved. Second, Korean language education providers need t to consider case management depending on factors that improve Korean language skills. Third, in order to strengthen the net effect of Korean language education, the work activities and work life of E-9 workers must be included in the Korean language education content.
