호주의 이주배경청소년에 대한 지원･체류정책 및 한국에의 시사점

초록

(연구목적) 본 연구의 목적은 호주의 후기청소년기(19∼24세) 이주배경청소년을 위한 지원 및 체류정책을 분석하고, 이를 통해 한국의 후기청소년기 이주배경청소년 정책에 대한 정책적 시사점을 제시하는 것이다. (연구방법) 본 연구의 방법은 사례연구 중 정책사례연구 방법으로 ① 정책사례 선정, ② 연구질문 및 가설설정, ③ 연구방법 선택, ④ 자료수집, ⑤ 자료분석 및 연구결과 해석의 순으로 사례연구의 논리적 추론단계를 활용하여, 호주의 이주배경청소년을 위한 지원 및 체류정책의 내용을 분석하였다. (연구결과) 첫째, 호주에서는 후기청소년기(19∼24세) 이주배경청소년을 ‘외국국적 이주배경청소년’과 ‘영주권이상 이주배경청소년’으로 구분하고 있다. 둘째, 호주 정부가 이주배경청소년들을 위해 제공하는 각종 진로, 취업, 노동, 자립지원 프로그램에 있어서 외국국적 청소년과 영주권이상 청소년 간 프로그램 이용에 차이를 두고 있다. 셋째, 호주의 이주배경청소년들의 다양한 지원정책은 궁극적으로 취업을 보장하고, 세금을 납부하고 국가 경제 성장에 기여하고, 이들이 경제적 자립을 목표로 하고 있다. 마지막으로, 호주에서 외국 국적의 아동 및 청소년이 19세 이상으로 성인으로 성장했을 때 호주 정부는 이들이 장기 거주 자격을 취득할 수 있는 다양한 경로를 제공하고 있다. (결론 및 제언) 첫째, 호주의 사례에서 나타난 바와 같이, 한국에서도 후기청소년기(19∼24세) 이주배경청소년을 외국국적자와 영주권자로 구분하여 지원 정책을 마련할 필요가 있다. 둘째, 호주의 Jobactive와 같은 구직 지원 프로그램을 한국에서도 도입하여 후기청소년기 이주배경청소년들에게 직업 훈련과 취업 연계를 강화할 필요가 있다. 셋째, 한국에서도 외국국적 이주배경청소년들이 학업이나 직업 교육을 받은 후 합법적으로 체류할 수 있는 경로를 제공해야 한다. 마지막으로, 호주의 사례와 같이 한국도 이주배경청소년들이 성인이 된 후 장기 체류 비자를 취득할 수 있는 경로를 마련해야 한다.

Abstract

(Purpose) The purpose of this study is to analyze the support and residence policies for migrant youth in late adolescence (19-24 years) in Australia, and to derive implications for policy on late adolescent youth with immigrant backgrounds in South Korea. (Research methods) The method of this study is a policy case study among case studies. The logical inference stages of case studies are utilized in the order of ① policy case selection, ② research question and hypothesis setting, ③ research method selection, ④ data collection, ⑤ data analysis and interpretation of results, and the contents of support and residence policies for migrant youth in Australia are analyzed. (Findings) First, in Australia, migrant youth in late adolescence (19 years of age or older) are divided into ‘foreign migrant youth’ and ‘migrant youth with permanent residency or higher.’ Second, the Australian government differentiates the use of programs between foreign national youth and youth with permanent residency or higher in various career, employment, labor, and self-reliance support programs provided for migrant youth. Third, Australia’s various support policies for migrant youth ultimately aim to secure employment, pay taxes, contribute to the national economy, and achieve economic independence. Lastly, when foreign national children and youth in Australia grow up to be adults (19 years or older), the Australian government provides various paths for them to obtain long-term residency status. (Conclusion and recommendations) First, as shown in the Australian case, Korea also needs to establish support policies by dividing late adolescent migrant youth (19 years or older) into foreign nationals and permanent residents. Second, Korea needs to introduce job search support programs like Australia’s Jobactive to strengthen job training and employment linkages for late adolescent migrant youth. Third, Korea also needs to provide a path for foreign national migrant youth to legally reside after receiving academic or vocational training. Lastly, like the Australian case, Korea needs to provide a path for migrant youth to obtain long-term residency visas after becoming adults.
