본 연구는 최근 저축은행산업의 생산성 추이를 살펴보고, 저축은행의 정태적 효율성 및 동태적 생산성에 영향을 미치는 요인을 분석하였다. 비모수 추정방식인 DEA 모형을 이용하여 운영적 모형, 생산적 모형, 중개기능 모형, LH 모형 각각의 효율성 지수 및 Malmquist TFP 변화를 도출하고 자산규모, 영업방식, 영업지역, 지배구조 등이 효율성 및 생산성에 어떤 영향을 미치는지를 Tobit 모형 및 확률효과 패널 모형의 추정을 통하여 분석하였다. 효율성 결정요인 분석 결과는 자산규모를 제외하고는 기존 연구 결과와 완전히 일치하지는 않았으며, 생산성 결정요인 분석 결과 LH 모형 및 생산적 모형에서만 통계적으로 유의한 결과들이 발견되었다. 구체적인 분석 결과는 정책당국은 저축은행의 원활한 인수·합병 등을 통한 적정 규모로의 확대 노력 및 지방 저축은행의 해당 영업구역 내에서 새로운 수요처 발굴을 도와주되 저축은행과 관련한 특정 지배구조에 대한 선호나 기피를 지양해야 한다는 시사점을 제공한다.
Abstract
This study examines the recent productivity trends of the saving banks industry, and analyzes the determinants of the static efficiency and dynamic productivity of savings banks. We calculate the efficiency index and Malmquist TFP changes in the operating, production, intermediation, and LH models by using DEA. The effects of asset size, sales behavior, sales region, and governance on efficiency and productivity are analyzed by estimation of the Tobit model and the random effect panel model. The results recommend the policymakers should help small saving banks expand to the appropriate scale through the smooth M&A, and help local saving banks find new demand within their business areas, but avoid preferences or aversion of certain governance structures of saving banks.
