행정학에서 시민서비스의 함의

초록

이 연구는 최근 서구를 중심으로 부각되고 있는 시민서비스에 대해 기존 자원봉사 개념에서 접근하는 것에 문제의식을 가지고 출발하였다. 전통적인 자원봉사와 시민서비스가 개념적으로 뿐만 아니라, 활용되는 제도적 공간과 행정학에서 갖는 의미가 다를 것이라고 보았다. 구체적으로 본 연구에서 다룬 내용은 다음과 같다. 첫째, 자원봉사와 시민서비스를 개념적으로 비교하였다. 둘째, 세 가지 시민권이론의 관점에서 시민서비스를 살펴보았다. 셋째, 시민서비스의 제도적 공간을 검토하였다. 넷째, 행정연구 관점의 변화와 대안적서비스전달 모형과 관련해 시민서비스를 고찰하였다. 이러한 연구는 시민서비스에 대한 연구가 기존 자원봉사 연구와 구분되는 별개의 연구영역으로 정착될 수 있을 뿐만 아니라, 시민서비스가 기존의 공공서비스 전달과는 다른 방식에서 제도적으로 활용될 수 있음을 시사한다.

Abstract

The concept of civic service has recently emerged in some western countries. But, domestic studies are approaching to the civic service in terms of volunteerism. This study began with the recognition that these approaches went wrong. In other ways, this study assumes that the civic service is different from volunteerism in the institutional spaces in which the civic is occurring and the meaning it has in the public administration, as well as concept of both. The contents of this study can be summarized as follows. First, this study compares the civic service with the volunteerism conceptually. Second, it looks at the civic service in the three civic rights’ point of view; state-centered, society-centered, and Marxian perspectives. Third, it seeks for the institutional space of civic service. Finally, it considers the civic service in connection with the paradigm shift of public administration theory and the ASD (alternative service delivery) model.
