글로벌 환경의 복잡성과 불확실성이 강화되고 있는 가운데 국가 경쟁력 제고에 관한 관심이 더욱 고조되고 있다. 본 연구는 IMD를 비롯한 국제 평가 기관의 국가경쟁력 평가 결과에 공공효율성이 주요한 근인이 되고 있다는 연구 결과와 분석에 기초하여 공공 효율성의 영향요인을 고찰하고 실증적 분석을 시도하였다. 연구의 분석결과, 첫째, 선행연구를 바탕으로 공공효율성의 영향요인으로 환경반응성, 개방성, 법․제도 지원성, 태도와 가치, 그리고 사회체계 요인을 선정하였고 이들은 모두 높은 상관관계를 가지는 것으로 나타났다. 둘째, 5개의 영향 요인 중에 공공효율성에 밀접한 영향을 미치는 요인으로는 사회체계, 법․제도 지원성 그리고 태도와 가치 요인으로 나타났다. 이러한 연구 결과는 공공 효율성을 제고하기 위해서는 단기적인 처방보다는 장기적이고 지속적인 효과를 수반하는 근본적 변화를 꾀하는 정책의 수립이 필요하다는 것을 시사하는 것이라 해석된다.
Abstract
As a reason to complexity and uncertainty of the global environment, the interest has been heightened about strengthening of competitiveness of the country. The purpose of this study is to find influential factors of the public efficiency with empirical analysis, based on the results that national competitiveness is influenced by public efficiency by IMD. As a result, firstly, 'Environment Responsiveness', 'Support of Law & Institution', 'Openness', 'Behavior & Values', 'Social Framework' were chosen as the influential factors of the public efficiency through previous studies. and above factors have a high correlation each other, Secondly, this study proves that the close factors affecting to the public efficiency were 'Social Framework', 'Support of Law & Institution', 'Behavior & Values' among the five factors. This result shows that, in order to improve public efficiency, long-term and lasting policies that accompany the establishment of fundamental changes are important rather than short-term treatment.
