대한민국의 통일방안에 북한이 호응해 오지 않는 상황에서 북한과의 협의가 없더라도 우리 주도의 통일을 준비하고 실현해나가는 보다 현실적인 접근이 필요하다는 것이 본 글의 중심주장이다. 북한 전역에 걸쳐 장마당이 활성화됨에 따라, 특히 평양을 제외한 북한사회는 중앙권력의 통제로부터 벗어난 물자와 정보의 유통체계에 편입되고 있다. 김정은 정권이 추진하는 제한된 의미의 개혁개방으로는 경제난을 극복해낼 수 없을 것이며 이는 상층 엘리트 내부의 균열 가능성을 고조시킬 것이다. 중국 지도부는 아직 한반도의 통일을 받아들일 준비가 돼 있지 않지만, 그것이 미래의 어느 시점에 닥칠 불가피한 역사의 귀결이라면 통일의 당사자인 한국과 사전에 이를 협의하고 대비할 필요성이 있다는 인식을 갖기 시작했다. 이에 한국은 이웃 국가들에 대한 통일외교를 선제적이고 적극적으로 추진해 나가야 한다. 한국이 현재 구사하는 대북정책이야말로 통일의 시점과 내용에 커다란 영향을 미치는 가장 결정적인 통일정책이다. 북한정권이 요구하는 지원을 해서 남북대화와 교류를 확대할 경우, 포퓰리즘적 대북정치가 지배하게 되고 북한 주민이 아니라 북한정권이 혜택을 보는 결과가 초래된다. 어렵고 더디더라도 북한의 서민계층에게 혜택이 돌아가는 다양한 ‘스마트 지원’을 강구해야 한다. 북한의 보다 많은 사람들이 대한민국을 동경하고 갈망하도록 북한사회에 시장과 정보의 유통을 보다 활성화시켜야 한다. 동시에 국제사회에 북한 인권문제를 적극 개진하여 한국이 주도하는 자유민주 통일의 규범적 당위성을 강화해 나가야 한다.
Abstract
This paper calls for a more realistic unification policy that can be initiated and practiced by the ROK without having to consult or negotiate with North Korea. Pyongyang is rapidly losing its grip on outlying areas of North Korea. They are being incorporated into a very active distribution system of resources and information. Limited reforms by the Kim Jong-Un leadership will not overcome economic difficulties and will raise tensions and create ruptures among elites. The Chinese leadership, not yet ready to accept Korean unification, now believes that it needs to prepare for a unified Korea if that historical path cannot be avoided. The ROK should push ahead with a more proactive unification diplomacy toward neighboring countries. Currently, ROK policy toward North Korea has the greatest impact on the timing and contents of Korean unification. If the ROK government changes course and chooses to provide strategic materials to North Korea, it will be North Korean leaders, not the people, who will benefit. Although slow and difficult, the ROK should look for various forms of 'smart aid' that will benefit and change the North Korean people. More markets and information should flow into North Korean society so that more people will yearn for South Korea. The ROK also must strengthen the legitimacy of its demand for a free and democratic unified Korea by actively engaging with North Korean human rights policy in international society.
