지방의회 예산심의의 개선방안에 대한 인식차이 분석: 경상남도 의원과 집행부공무원의 인식 중심으로

지방의 예산심의는 지방의회와 집행부의 상호작용에 의한 예산의사결정 행위라고 할 수 있다. 이런 맥락에서 본 연구는 기존의 예산심의 개선방안에 대하여 중요도와 시급도로 구분하여 주요 행위자인 집행부와 지방의회를 대상으로 인식의 차이를 분석하고, 바람직한 개선방안의 방향을 제시하는데 목적이 있다. 분석결과, 우선 10개의 예산심의 개선방안에 대한 기술통계 및 인식차이의 결과를 보면, 중요성과 시급성에서 도의원이 집행부공무원보다 더 크게 인식하는 것으로 분석되었고, 거의 모든 방안에 대해서 집단(도의원과 집행부공무원) 간의 유의미한 인식의 차이가 있는 것으로 나타났다. 둘째, 예산심의 개선방안에 대한 집단별 중요도와 시급도 결과를 보면, 도의원은 예산심의를 위한 외부 지원제도 측면이 집행부공무원은 가용재원의 확대가 우선해야 한다고 인식하는 것으로 나타났고, 집행부의 적극적인 협조와 대응 방안에 대해서는 유사한 인식을 가지는 것으로 분석되었다. 마지막으로 집단 간이 중요도-시급도 교차에 의한 개선방안의 방향에 대한 결과를 비교해 보면, 집행부의 적극적인 협조와 대응 및 가용재원 확대 방안은 중점개선, 예산심의 기간의 확대는 현상유지로 유사한 인식을 가지지만, 그 외의 방안에 대해서는 차이가 있음 확인할 수 있었다. 결론적으로 두 집단 간의 인식 결과에서 보는 것처럼, 가용재원의 확대와 집행부의 협조와 대응에 대하여 우선적인 개선이 필요하고, 점진적으로는 예산심의 기준을 마련하도록 해야 한다. 그밖에 대안에 대해서는 의원과 집행부공무원의 입장차이를 고려하여 지속적 관심과 노력을 통하여 개선해 나가야 한다.
Abstract
Local budget deliberation is the act of making a budget decision by the interaction between the local council and the executive branch. In this context, this study aims to analyze the difference of perception among the executive departments and the local councils, which are major actors, on the improvement plan of existing budget deliberation, and to present the direction of desirable improvement plan. This study classified the importance and urgency of the budget deliberation improvement measures and conducted a survey. The results of the descriptive statistics and the perception difference on the improvement of the budget deliberation were as follows. First, it is analyzed that the local councilors are more aware than the executive officers in importance and urgency. There was a significant difference in perceptions between groups(the local councilor and the local civil servant). Second, while the local councilors recognized that the external support system should be considered first, and the executive officers perceived that the expansion of the available resources should be prioritized. And the local councilors and the executive officers have similar perceptions about the active cooperation and response of the executive department. Finally, the executive department's active cooperation and response and the expansion of the available resources have a similar perception as the main improvement and the extension of the budget review period as the status quo. Other measures confirmed differences between groups. In conclusion, the expansion of available resources and the coordination and response of the executive department should be prioritized, and budget deliberation standards should be gradually established. In addition, other alternatives should be improved through continuous interest and efforts, taking into account differences in perceptions of members of the local councils and the executive departments.
