본 연구의 목적은 투표율을 높이는 정책적 함의를 도출하는데 있다. 이러한 투표율 높이는 방안을 모색하기 위해 최근 지방선거 등의 투표율추세를 분석하고, 지난 제5회 지방선거 투표율 상승요인을 분석하였다. 역대 지방선거에서 투표율 추세는 지난 제5회 지방선거에서 54.5%로 높은 증가율을 보였다. 이는 20∼30대의 젊은 유권자들이 적극 투표에 참여했기 때문이다. 이들이 투표에 참여한 이유는 현 정권에 기대했던 취업난 해소라는 결과가 나타나지 않아 실망했으며, 또한 여당견제심리로 인한 야당지지 현상으로 나타났다. 그리고 후보자간 접전지역이 늘었기 때문에 투표율이 높아졌다고 분석되었다. 투표율을 높이기 위한 정책적 방안으로는 유권자의 투표편의를 위한 제도적 방안이 모색되어야 하고, 투표한 사람에게 혜택을 주는 인센티브제를 활용해야 한다. 그리고 투표에 참여하지 않은 유권자에게 벌금을 부과하는 의무투표제를 도입해야 한다.
Abstract
The purpose of this paper is on studying a policy implication(paradigm) for enhancing vote rate. To search a method for enhancing this vote rate, in this paper, I have analysed the voting trend of recent local elections and last local elections(simultaneous elections) in 2010. The last local election rate highly increased as 54.5%, because there were more younger voters like 20's and 30's than previous elections. Actually they wanted to balance between the ruling party and the Opposition parties by participating in this election, The main reason was that they were discouraged by the result of the current adminstration's lower hiring policies. The phenomenon of checking the ruling party finally resulted in supporting the opposition parties. And it was analysed that the vote rate was higher owing to the high competition among candidates in many constituencies. So here are some good methods to increase vote rate. Frist, a institutional scheme should be searched for voter's convenience. and there would be another smart way for driving vote rate, giving some benefits for voters(the other word, incentive system). Finally mandatory voting should be applied to our country's voting laws and regulations. and someone who don't vote would be fined.
