분석모형을 차용하는 교육정책 분석의 한계: ‘Kingdon 모형’의 사례

이 논문은 우리나라 교육정책 분석의 관성 하나를 짚어보고자 하였다. 외국에서 구축된 ‘분석모형’을 차용하여 우리 정책을 분석하는 시도가 적지 않은데, 그런 분석이 타당할 수 있을지 특정한 사례에 대해 살펴보았다. 우리나라를 포함하여 국제적으로 널리 사용되어 온 ‘Kingdon 모형’을 검토 대상으로 삼았으며, 그 모형을 우리나라의 대입 재수생 정책을 분석하는 데 적용했을 때 어떤 결과를 낳을지 검토했다. Kingdon 모형을 기계적으로 적용하는 경우, 우리나라 교육정책에 대한 기술과 분석이 왜곡될 수 있다는 점을 확인했다. 우리나라 정책 과정의 전제성(專制性)을 숨기면서 정책 의제가 매우 민주적이게 결정되는 것처럼 과장할 위험이 있고, 사회 문제나 해결 대안에 대한 우리 사회의 논의가 다양하고도 전문적이게 이루어지고 있는 것처럼 사실 이상으로 치장할 위험이 있다고 지적했다. Kingdon 모형이 의료와 교통 부문의 미국 연방 정책 사례를 바탕으로 구축된 점에 비추어, 그런 맥락이 우리 정책 맥락과 거리가 있는 점을 감안해야 할 것이라고 추론했다. 기성의 정책분석 모형을 조건 없이 차입하여 우리 정책을 분석하는 경우, 정책의 실체를 왜곡하여 기술하고 평가할 위험이 크다고 경계했다.
Abstract
The article reflects on an well-accepted way of policy analysis in Korea. In Korea, policy analyses often employ a ‘model’ from ‘developed’ countries such as U.S.. Examined is the doubt that the model-borrowing convention might yield distorted descriptions and analyses of Korean policies. The Kingdon Model is taken up as an exploration case. It is explored if the model would be fitting for the analysis of the Korean education policy for the ‘problem of repeaters’ for getting in colleges. The focal points of examination here were on whether the premises of the model would be applicable to the case of Korean policy for the repeater issue. The study revealed it very likely that unqualified borrowing of a foreign model would mislead us about the reality of the policy. With the Kingdon Model being applied to the analysis of the Korean policy, the top-down nature of policy processes would become almost hidden. The analysis would exaggerate the apparent democratic procedure as if it be real and overrate the diversity and depth of the Korean discourses related to the policy. Given the contextual difference between the Kingdon Model and the Korean education policy, there might be no way to avoid the analytical distortions. It is advised that it be necessary to evaluate the relevance of the model before taking it up as a framework for policy analysis.
