민주화 이후 한국 정부의 시민 정치참여에 대한 책무 연구: 좋은 민주주의로 가고 있는가?

초록

이 연구는 한국 민주화 이후 시민 정치참여에 대한 정부반응을 분석하여 좋은 민주주의 측면에서민주적 발전을 탐구하는 것을 목적으로 한다. 음이항 회귀분석 결과, 시민집회가 증가할수록 시민의제에 관한 대통령 연설이 감소하는 경향을 보였다. 이는 대통령 탄핵소추를 계기로 시민집회가급증했기 때문에 탄핵이란 시민의제의 민감성에 따라 관련 대통령 연설이 감소한 것을 의미한다. 반면 국회청원이 증가할수록 시민의제 대통령 연설 또한 증가하는 경향을 보였다. 이는 국회청원제출 과정에서 시민들이 청원문 작성, 청원인 모집, 의원소개 등 영향력을 전문적으로 확대함에따라 대통령 연설의 시민의제 반응성이 상승하는 데 긍정적으로 기여함을 의미한다. 이항로지스틱회귀분석 결과에서도 국회청원이 증가할수록 시민의제 정부법안의 국회가결이 상승하는 것으로나타났다. 따라서 이 연구는 시민들이 다양한 이익과 선호에 기반하여 참여를 통한 영향력을 고도화 할 때 정부가 더욱 시민의제에 반응한다는 함의를 시사한다.

Abstract

The purpose of this study is to explore the development of Korean democracy in terms of good democracy by analyzing the government's responsiveness to civic political participation after the democratization of Korea. Citizens' political participation was measured by rallies and petitions to the National Assembly. And the governments’ responses were measured by presidential speeches reflecting civic agendas, submissions and passage of government bills which include civic agenas to and by the National Assembly. Negative binomial regression and binnary logistic regression showed that the increase in civic rallies tended to reduce presidential speeches reflecting the civic agenda, and that the increase in turnout in the general elections and number of negotiation bodies had a positive effect on the passage of government bills in the National Assembly; whereas the increase in the number of meetings between the president and opposition leaders had a negative impact.
