본 논문은 tough 구문의 도출과 해석에 대한 기존 이론의 특성과 문제점을 논의하고 대안책 제시를 목적으로 한다. 해당 구문에서 주절 주어가 내포절로부터의 이동을 통해 도출된다고 주장하는 이동이론의 특성을 Hicks(2009)의 분석을 통해 살펴보았다. 이동이론의 한계로 다수의 이론적 추정이 수반될 뿐 아니라, 이동 자체에 대한 경험적 증거도 충분치 않음을 지적하였다. Tough 구문 주어의 기저생성을 주장하는 기저생성이론은 사변적 통사 장치들을 필요로 하지 않는 반면에, 연관된 허사 구문과의 차이점 및 tough 구문 주어에 관해 적절한 설명을 주지 못함을 밝혔다. 본 논문은 기저생성이론의 한계를 tough 술어의 중의적 병합(merge) 가능성을 통해 극복할 수 있음을 시사하였다. 타동성 형용사로서의 단순 tough 술어와 자동성 형용사로서의 복합 tough 술어 간 구분의 필요성을 밝힘과 동시에, 특히 복합 tough 술어가 발생하는 tough 구문에서 to‑부정사절은 부가적 기능을 담당하는 것이 아니라 tough 술어 자체의 논항으로 분석되어야 함을 주장하였다. 기존의 이론들에서 흔히 간과되어왔던 tough 구문과 허사 구문 간의 통사적ㆍ의미적 차이점들은 각각의 구문에서 상이한 종류의 tough 술어가 사용된다는 점으로부터 예측 가능할 뿐만 아니라 자연스런 설명을 받을 수 있음을 보였다.
