국제문화유산보존원칙의 정책네트워크 분석 - 「아테네 헌장」(1931)을 중심으로 -

이 연구에서는 국제건축문화유산보존원칙의 태동이라고 볼 수 있는 「아테네헌장」(1931)의 형성과정을 정책 네트워크 이론의 관점으로 분석하였다. 그 결과 첫째, 문화유산을 둘러싼 환경이 변화할 때 이에 대응하는 협약 당사국의 노력은 단순히 단독 정부의 제안 또는 결정이 아니라 이와 영향을 주고받는 이해관계자 즉, 국민, 건축가, 기술자, 연구자, 교육자, 중앙 및 지방 문화유산 관리 공무원 등 관련 제도적·비제도적 이해관계자와의 관계구조가 공식·비공식적으로 이뤄지고 있음을 파악할 수 있었다. 둘째, 일련의 국제원칙이 전문가회의를 통하여 채택될 때 궁극적으로 ‘문화유산의 지속가능한 관리 및 보존’이라는 확고한 정책목표를 달성하려는 의지에서 추진되었음을 확인하였다. 셋째, 민간 부문의 비공식적 정책참여자는 정책효과에 확연하게 드러나지는 않지만 궁극적으로 정책효과를 보기 위해서는 민간의 교육, 참여가 바탕이 되어야 하는 것을 확인할 수 있었다. 넷째, 다소 서구 중심적이었던 국제문화유산보존원칙이 향후 동양의 목조문화유산 수리복원 방법과 진정성, 원형에 대한 이해를 하기까지 각각의 사회와 공동체가 갖고 있는 문화가 다양한 방식으로 표현되는 문화다양성에 기초하여 관습과 전통 등 모든 문화적 차이를 존중하고 증진하겠다는 인식과 의지가 필요했음을 파악할 수 있었다.
Abstract
In this study, the formation process of the Athene Charter (1931), which can be seen as the beginning of the principle of preserving international architectural and cultural heritage, was analyzed from the perspective of the policy network theory. As a result, the efforts of the state parties of the Convention to respond to changes in the environment surrounding cultural heritage were not simply made by the sole government, but by identifying the formal and informal structure of the relationship with the relevant institutional and non-institutional stakeholders, such as the people, architects, engineers, researchers, educators, and central and local cultural heritage management officials. Second, it was confirmed that when a series of international principles were adopted through expert meetings, they were ultimately pushed forward with the will to achieve the firm policy goal of 'sustainable management and preservation of cultural heritage'. Third, unofficial policy participants in the private sector could see that private education and participation should be based on private education in order to ultimately see policy effects, although they were not clearly exposed to policy effects. Fourth, it was understood that the principle of preserving international cultural heritage, which was somewhat Western-biased, needed to be recognized for respecting and promoting all cultural differences, including customs and traditions, based on cultural diversity, in which the cultures of each society and community are expressed in various ways, until the future mutual understanding of the methods, sincerity, and original form of the repair of wooden cultural heritage in the East.
