진입퇴출과 서비스업 생산성 성장: 과밀창업 억제 대상자영업을 중심으로

Entry, Exit and Productivity Growth in the Service Sector: Evidence from Industries with the Restriction of Excessive Entry

본 연구는 중소벤처기업부가 소상공인 상권정보시스템을 통해 창업과밀지수를제공하고 있는 체인화 편의점, 제과점, 한식 음식점업 등 14개 서비스 산업에서사업체의 진입 및 퇴출이 노동생산성 성장에 미치는 효과를 분석하였다. 2005년서비스업총조사와 2010년 경제총조사를 이용한 실증분석 결과에 따르면, 동일 시군구에 속한 읍면동 간 사업체 진입률의 차이는 해당 서비스 업종 노동생산성 성장률 격차의 약 16%를 설명하는 것으로 나타났다. 퇴출률은 노동생산성 성장률차이의 약 2%를 설명하는 것으로 나타났다. 이러한 결과는 영세 자영업자 중심서비스업에서 관측되는 활발한 창업 및 폐업은 과당경쟁이 아니라 창조적 파괴를통한 생산성 성장 과정으로 이해될 수 있음을 보여준다.

Abstract

This paper examines the role of entry and exit in productivity growth of 14 selected service industries in which Korean government aims to reduce excessive entry. Using data on Economic Census from 2005 to 2010, we find that the differences in the entry and exit rates account for approximately 16% and 2% of regional differences in labor productivity growth, respectively. The result suggests that the observed high rates of entry and exit in the service industries may exhibit the dynamic process of productivity growth rather than excessive competition.
