Abstract
This paper analyzes whether innovative capacity converges across OECD countries over time. Most growth theories predict that at least those countries that belong to the club of rich countries converge in their growth rates and therefore in their innovative capacity. However, the indicators that are related to innovative capacity in view of endogenous growth theories turn out to vary in their convergence for the period of 1995∼2009: the knowledge creation process and efficiency indicators do show convergence, but input and output indicators do not. Government sector and academic sector show convergence, but industrial sector do not. This means that it is hard to expect automatic convergence or "advantage of backwardness" in industrial sectors, and therefore, intentional policy efforts are needed. On the other hand, Korea's indicators show fast convergence except for value added in industrial sector. This implies that indicators such as quantity and quality of researchers and cooperation between firms - which turn out to have close relationships with value added in industrial sector - should be improved even further.
