최근 들어 대기업의 골목상권 진출 등으로 중소기업 경영환경이 악화되고 있는 상황에서 대기업과의 상생이나 동반성장, 혹은 양극화 해소에 대한 사회적 관심이 높아지고 있다. 이러한 사회적 관심도의 제고가 아니라 하더라도 중소기업은 경제 성장과 고용 창출에 핵심적인 부분을 이루고 있다. 특히 산업구조 고도화와 함께 기술 융합화나 복합화 현상이 가속화되고, 글로벌 경쟁이 치열해지면서 기업간 경쟁보다는 협력에 기초한 동반성장이 기업이나 산업의 성과뿐만 아니라 경제성장에도 더 효과적이라는 인식에는 대체적인 공감대가 형성되어 있다. 이런 점에서 지난 정부도 대·중소기업 간 동반성장을 촉진하기 위하여 동반성장위원회를 정부 산하에 설치하고 다양한 활동을 전개하고 있다. 예를 들면 대‧중소기업간 갈등요인 발굴 및 사회적 합의 도출, 기업별 동반성장지수 산정‧공표, 중소기업 적합 업종‧품목의 지정, 동반성장 성공모델 발굴 및 확산 등이 그것이다. 이러한 노력들 가운데 대표적인 것이 바로 이익공유제와 성과공유제이다. 그러나 일부 가시적인 성과에도 불구하고 대·중소기업간 동반성장을 통해 그동안의 거래관행을 개선하고 새로운 기업문화를 정착하는 데는 한계가 있다는 지적이 적지 않다. 이러한 점을 고려하여 이 논문은 대·중소기업간 동반성장을 위한 기존의 정책적 노력과는 별개로, 현행 개별기업별 기업연금체제와 동시에 각 산업별로 산업연금펀드를 조성함으로써 이익공유를 실현하고 이를 통하여 대·중소기업간 동반성장의 실질적인 토대를 구성할 것을 제안한다. 이를 위해서 우선 대기업과 중소기업간 동반성장 방법으로서 성과공유제 및 이익공유제 관련 개념들과, 이를 실현하기 위한 정책들을 비판적으로 검토해본다(Ⅱ장). 다음으로는 집합연금의 하나인 산업연금 펀드에 대한 개략적인 소개를 바탕으로 산업연금펀드를 조성함에 있어서 대기업인 모기업이 사업상 연관이 있는 계열사 혹은 거래 중소기업들과 공동으로 참여하는 퇴직연금펀드를 조성하거나 또는 협력기업 종업원 연금 펀드적립금의 일정 부분을 추가로 매칭하는 형식으로 펀드를 조성할 것을 제안해본다. 이어서 이러한 정책 제안 시 펀드의 독립성, 대표사용자의 과도한 권한 행사 방지 등 고려 사항들을 검토하였다(Ⅲ장). 마지막은 논문의 한계와 결론이다(Ⅳ장).
Abstract
There is growing recognition and social consensus that win-win cooperation between large corporation and small & medium enterprises(SMEs) is the key to the firm’s competitiveness and economic growth. The Korean government has implemented various policies to promote cooperation between large companies and SMEs. Meanwhile, the Committee on the Win-Win Growth which was founded in 2010 suggested a new excess profit sharing plans to make this cooperation substantive. This paper is a preliminary study on(excess) profit sharing method through industry pension fund as a way for win-win growth between large companies and SME vender firms lined up relevant supply chains. Besides from prevailing gain sharing-related policies between firms, we are to suggest a way of profit sharing through forming industry pension funds among transacting firms. This paper consists of three major arguments and policy related suggestions, First, we review some conceptual definitions on gain sharing and(excess) profit sharing and relevant policies(Ch. Ⅱ). Based on rough introductions on industry pension fund, we suggest three (or four) ways of introducing industry pension fund as profit sharing plans(Ch. Ⅲ). Lastly, we conclude and point out some limitations of this study(Ch. Ⅳ).
