2005년부터 시행되고 있는 퇴직연금제 도입은 노후소득보장의 두 번째 축(pillar)인 기업연금의 도입을 의미하며, 이로써 적어도 외형적인 측면에서는 노후소득보장을 위한 다층연금제도가 출범하게 되었다는 의의가 있다. 2011년 근로자퇴직연금보장법의 전면 개정으로 퇴직연금제도 활성화를 위한 제도적 토대도 확대되었다. 그럼에도 현재의 기업연금제도는 우선 중소기업의 가입률을 높이고, 비정규직을 연금계획에 포함시켜야 하는 과제를 안고 있다. 법 개정으로 복수사용자계획이 가능해졌고, 이를 계기로 산업연금 도입을 모색할 필요가 있다. 또 다양한 연금제도의 도입이라는 측면에서도 개별기업 중심에서 산업별, 업종별로 기업연금을 확대해가야 할 것이다. 이런 관점에서 본 연구는 금융산업을 대상으로 산업퇴직연금 도입 방안을 제시해 보았다. 이를 위해 2011년 개정법을 포함한 근로자퇴직연금제도의 현황과 문제점을 살펴보고, 산업연금의 장단점, 법적 구조와 유형을 고찰하였다. 마지막으로 금융 산업에서 도입 가능한 산업별 퇴직연금제도 설계 방안을 제시하고자 하였다.
Abstract
We are trying to find some ways to introduce industry pension in financial industry on the assumption that this industry pension may be practical means to solve blind zone problem in corporate pensions. Industry pensions have to cover many temporary workers and employees in small & medium firms. Also industry pension could cut down various administration and investment costs via economy of scale effects. This preliminary study reviews pros and cons of industry pension that has not known to the public. Also it suggests the possible legislative structures of industry pension and importance of participation of subscribers(workers) to pension fund governance system. We propose to introduce a fund and trust type pension with defined benefit(DB) plan in financial industry. At the same time, it is important to design pension fund governance system that could guarantee workers’ substantive participation in trust fund or fund management.
