Abstract

This study explored how children’s participation is described in the curriculum of early childhood education and care. It examined the 2024 Revised Standard Childcare Curriculum for ages 0–2 and the 2019 Revised Nuri Curriculum for ages 3–5, analyzing the content related to children’s participation in each commentary. A qualitative thematic text analysis was conducted. Children's participation was examined across social, political, and learning dimensions, as well as at the individual and group levels. The results are as follows. First, respect for individual children and their active agency were clearly reflected in the curriculum. Second, children’s participation was based on cooperative relationships and communication with others, with individual-level participation appearing more frequently than group-level participation. Third, children’s participation was expressed through a variety of play-centered relationships, emphasizing respect for children’s perspectives and consideration of their individual contexts. By considering both autonomy and interdependence, and by viewing children’s participation from a relational perspective rather than solely as an individual matter, we can achieve a deeper and richer understanding of its meaning.
