Abstract
This study aims to develop the contents of digital leadership for kindergarten administrators and analyze their perceived needs. A literature review, focus group interviews with 12 administrators and teachers, expert validation with nine early childhood education specialists, and a needs assessment survey of 534 administrators were conducted. First, the initial draft consisted of seven domains and 39 elements. Second, through two rounds of expert consultations, the final version was refined to seven domains and 32 elements. The domains included: (1) understanding the digital era and presenting an educational vision, (2) establishing and managing a digital educational environment, (3) institutional management and communication using digital tools, (4) supporting the implementation of digital-based education, (5) fostering family and community engagement through digital means, (6) promoting digital citizenship, and (7) developing digital professional competencies. Third, a significant discrepancy was identified between the perceived importance and the current level of practice regarding digital leadership content. Based on Borich’s needs assessment model and the Locus for Focus model, both high-priority and secondary-priority areas were identified. This study provides educational and policy implications for strengthening the digital leadership competencies of kindergarten administrators in response to the digital transformation era.
