Abstract

Climate change is having a widespread impact on human life, not only through a simple increase in natural disasters due to rising temperatures but also through changes in ecosystems and subsequent alterations in disease patterns. Climate change is also affecting various industries by increasing weather variability and making weather forecasting more difficult. Furthermore, the failure to predict weather due to extreme weather events incurs enormous social costs, and the resulting damages are expected to steadily increase. The governmentʼs role is crucial in responding to natural disasters. However, private insurance plays an important role in helping individual citizens recover from disaster-related damages. Since risk underwriting is an inherent function of insurance, its role in disaster response will continue to be essential. Natural disasters, with their unpredictable and large-scale damage, pose a severe risk to the financial soundness of insurance companies. The risks associated with climate change are particularly challenging to cover with traditional insurance contracts, which typically assume measurable losses. This is because the patterns and scale of climate change risks are inherently uncertain. As a result, private insurance companies are facing various difficulties, including the challenge of developing appropriate products that can cover climate change risks while simultaneously ensuring their financial stability. Considering the function of insurance as a risk-bearing mechanism, the insurance industry needs to proactively respond to natural disasters caused by climate change. This requires ensuring financial soundness to adequately respond to disasters. To achieve this, it may be necessary to explore measures such as making disaster insurance mandatory and revitalizing reinsurance through the use of catastrophe bonds. Furthermore, to accurately understand the risks posed by climate change, the industry should consider introducing and developing suitable products like weather index insurance. This would involve securing and analyzing various climate-related statistics and databases to effectively cover these risks. To meet the demand for affordable insurance products that facilitate disaster recovery, the insurance industry also needs to improve its risk management methods by leveraging these statistics. For these efforts to be effective, they must be accompanied by government deregulation to allow for adaptation to new changes. It's expected that effective development of appropriate services and products to cover climate change risks will be achieved most efficiently through public-private cooperation. On the other hand, the insurance industry needs to reduce claim payouts in the long term by mitigating the risk of insured events. To achieve this, the industry should actively participate in climate change mitigation policies, including strengthening ESG management and undertaking various activities for climate resilience, such as building climate-resilient infrastructure. While appropriately fulfilling its role in climate change mitigation, the insurance industry should also consider wisely investing its assets in growing sectors like renewable energy for climate resilience. This will help ensure both profitability and financial soundness. Furthermore, since climate change is a significant cause of insurance losses and is largely driven by human activities, insurance companies should also maintain a continuous focus on promotion and education initiatives aimed at climate change reduction.
