외국인직접투자(FDI)가 국가경쟁력에 미치는 효과측정 및 유형에 관한 연구

초록

본 연구에서는 외국인직접투자가 투자유치국 경제에 미치는 효과를 종합적으로 측정하기 위해 국가경쟁력이라는 지표를 활용하였다. Porter(1990)가 제시한 국가경쟁력 4가지 요소를 외국인직접투자와 연관시켜 생산요소(자본, 노동), 시장수요(소비, 수출), 연관효과(기술이전, 클러스터), 그리고 경영여건(산업구조, 경쟁) 등 8가지 변수를 선정하고, 외국인직접투자가 국가경쟁력에 미치는 영향을 계량적으로 측정하는 새로운 모형을 도출해냈다. 또한 외국인직접투자가 국가경쟁력에 미치는 긍정적 효과와 부정적 효과에 따라 외국인직접투자를 생산능력증대형과 생산요소훼손형, 유효수요창출형과 거품수요조장형, 혁신클러스터형과 외부불경제형, 그리고 경쟁여건조성형과 독과점형성형 등 8가지 유형으로 나누어 제시하였다. 아울러 사례분석을 위해 2006년도 전체 외국인직접투자가 국가경쟁력에 미친 효과를 측정한 결과 생산능력증대 유형으로 나타났으며, 또한 개별 프로젝트 사례로는 현금지원을 통해 유치한 A사의 투자효과를 측정하여 혁신클러스터 촉진효과가 주된 것으로 분석하여 제시하였다.

Abstract

This paper utilizes the concept of national competitiveness to provide a comprehensive assessment of the effects of foreign direct investment on the host country’s economy. By considering the four determinants of national competitiveness set forth in Porter (1990)’s diamond model, and examining them in connection with foreign direct investment, this paper identifies eight variables: production factors (capital and labor), market demand (consumption and export), linkage effects (technology transfer and clusters) and management conditions (firm structure and competition). This paper then goes on to present a new model that can measure such variables for foreign direct investment. Furthermore, foreign direct investment projects may be classified into eight categories based on their negative or positive effects on the host countries’ national competitiveness. An investment project can be said either to 1) expand production capacity, 2) exploit production factors, 3) create effective demand, 4) induce bubble demand, 5) produce innovation clusters, 6) result in external diseconomy, 7) create a competitive environment, or 8) bring about monopoly. This paper presents a case study analysis, which assesses the overall impact of total investment in Korea by foreign companies in 2007 and a company(A)’s investment project in Korea. The analysis indicates that the former contributed to the expansion of Korea’s production capacity, while the latter helped create innovation clusters in Korea.
