우리나라의 여경은 다른 선진국들과 비교해 볼 때 남성에 비해 지나치게 적은 인원이 충원되어 왔으며, 직무영역 역시 제한적이다. 또한 여경의 고위직 점유 비율이 낮고 승진기회도 현실적으로 제약되어 왔다.본 논문은 우리나라의 여경이 차별 없이 남성과 동등한 위치에서 발전하기 위해서는 여경의 대폭적인 채용확대와 함께 주민과 지역사회를 위한 새로운 서비스 기능을 개발하고, 기존의 각종 제약과 차별을 받고 있는 인사관리의 개선과 함께 여경의 직무영역을 확대하여야 한다는 정책방안을 제시하고자 하였다. 이를 위해 주요 국가들(미국, 영국, 일본)의 여경채용과 운용현황을 살펴보았다. 여경의 채용과 직무영역 확대의 근거로서, ① 경찰의 서비스 기능 확대, ② 대여성 · 청소년· 아동범죄에 대한 효율적 대응, ③ 자치경찰제의 도입과 지역사회경찰활동(community policing)의 확대발전, ④ 남녀 고용평등의 관점 등을 제시하였다.우리나라의 여경운용현황과 문제점 등에 대한 분석을 토대로 여성경찰관이 양성평등의 관점에서 차별받지 않고 능력과 실적 중심의 인적자원관리를 위한 다음과 같은 몇 가지 방안을 제시하였다.첫째, 여성경찰관의 모집을 보다 확대하기 위해 현재 성별에 따라 분리 시행되고 있는 공채제도를 남녀를 함께 선발하는 단일모집제도로 변경하여야 한다. 둘째, 그동안 남성중심으로 담당하여왔던 경찰직무영역에 여경을 보다 많이 적극적으로 배치하여 운용하여야 한다.셋째, 경찰 고위직에 대해 여성관리자 임용목표제를 적극 도입할 필요가 있다.넷째, 교육훈련의 내실화와 전문화, 여경 전담부서의 설치와 여경을 위한 복지시설 확충과 모성보호를 위한 제도적 장치의 마련이 필요하다.또한 사회일반 및 경찰조직 내에서의 여경에 대한 남성중심적 편견에서 벗어나 여경이 남성과 동등한 전문직업인이라는 인식의 전환이 선행되어야 한다. 468 韓國公安行政學會報 - 第22號(2006)
Abstract
A Study on Enlargement of Recruitment and Role in Woman PoliceJoun, Joung-HwanThe purpose of this study are twofold. The first objective is to expand the basic knowledge on woman police and to integrate the findings into larger body of literature on police in Korea. The second objective is to sugest the practical alternatives through analyizing the literature and the present status of woman police.In the past, the activity of woman police was a kind of symbolic existence in Korea. Recently, the police are confronted with circumstances which are changing and reforming at al around areas and neds to take charge new functions and roles of police. Especialy, in the respect of strengthening crime prevention and coperation betwen police and residents, the police are demanded that to improve the quality of services on requested with variation of criminal patern and advancement, autonomous police, and the local police on comunity policing. A woman is just as capable as a man, so I don ’t believe the oportunity to recruit in a police should be eliminated just because she is a woman. There are various areas where a policewomen can easily be just as efective, or may be more so, than a service fields. Many women, wel-educated individuals - who have much to contribute to policing - do not regard police work as an apropriate carer.
