10만의 한국경찰에서 한국여자경찰은 4.6% 정도를 점하고 있으나 95%정도의 여경이 경위이하 하위직에 머물러있고 담당업무는 단순서무업무나 경리업무에 주로 근무하고 있다. 따라서 승진, 교육, 보수면에서 남자경찰관에 비해 낮은 대우를 받고 있다. 2014년 까지는 여경의 비율을 전체경찰관의 10%로 증원하고 2006년 7월 경찰청에서는 여경승진목표제를 도입하여 여경승진 대상인원의 총경과 경정은 30%, 경감은 10%를 별도 배정하겠다고 발표했다. 이는 그동안 여자경찰관이 승진 등에서 차별을 받은 것에 대한 보상이라고 해석될 수 있다. 그러나 여경의 승진이나 채용목 표제 보다는 여경단체나 전담부서를 통한 하위직 여경의 전문화와 실질적인 복지제 도 마련이 더욱 필요하다 할 것이다. 본 연구에서는 미국, 일본, 프랑스의 여자경찰관제도와 미국, 영국 등 국제여경단 체활동을 소개하고 한국여자경찰관의 활성화 방안을 제시하고자 한다. 남자경찰관의 수적인 우위와 남성위주의 조직문화하에서 여자경찰관의 전문화는 여성으로의 특성 을 살리면서 경찰관으로서의 전문성을 추구하는 것이다. 이러한 여경전문화는 여자 경찰관의 권익보호차원이라기 보다는 인력활용과 여성피의자, 여성피해자의 인권보 호를 위한 것이기도 하다. 이를 위해 대학과정이나 경찰교육기관에서 여경을 위한 과정을 개설하여 여경에 대한 교육과 네트워크 형성을 위해 연구와 노력을 기울여야 할 것이고 경찰청에서도 여경에 대한 근본적인 차별을 개선할 수 있는 조직적 차원의 대책이 지속적으로 마련되어야 한다.
Abstract
The number of Korea police women is just 4.6% in the 100,000 Korea police officers. However their works are very routine and simple which are not related with the promotion. So their salary, education chances, promotion are restricted comparing with police men. Until 2014, the ratio of policewomen will increase 10% and the policewomen promotion rate will reach 30% senior superintendents, 10% Senior Inspectors. The increasement and the promotion are important but the police women practical welfare and the specialization through police women association are more urgent. This study will introduce the U.S. Japan, France and Korea police women system and U.S. U.K. International Police Women Movements and then it will say the way of policewomen activation. Under the male-oriented organization culture and the male-dominated police system, 'Police women Specialization' means work-expert with feminity. Police women specialization is not just for the police women right but also for the female-victims and the female-criminals. For this aim, Universities and Police education institutes should provide the special program for the police women specialization. National Police Agency also makes an effort to get rid of the sexual discrimination in the police organization.
