이 글은 한국 철도자산의 문화적 가치와 활용 가능성을 고찰하고, 강원 지역을 중심으로 한 문화적 활용 사례를 분석하여 지역 관광 및 경제 활성화와의 연계 방안을 모색하는 것을 목적으로 한다. 철도자산은 근대화와 산업화의 역사, 그리고 지역 공동체의 정체성을 반영하는 상징적 문화유산으로서, 이를 기록화하고 디지털 아카이브로 구축하는 작업은 교육 및 연구 자원으로의 활용뿐만 아니라, 문화유산의 지속 가능한 보존을 위한 전략적 수단이 된다. 따라서 이러한 자산을 적극적으로 활용할 필요가 있다. 강원 지역의 대표적인 철도자산 활용 사례로는 화천 열차펜션, 동해 바다열차, 태백 오로라파크, 정선 레일바이크 등이 있으며, 이들 사례를 중심으로 철도자산이 문화관광자원으로서 지닌 가능성과 한계를 분석하였다. 체류형 관광지로의 전환, 지역 주민 참여 확대, 디지털 콘텐츠 개발 등의 실천 방안이 필요하다. 아울러, 철도자산의 지속 가능한 보존과 효과적인 활용을 위해 정부, 지방자치단체, 민간 부문 간의 협력 체계 구축과 정책 및 제도 정비가 필수적임을 강조하였다. 결론적으로 철도자산의 문화적 재편은 지역 정체성 강화와 관광 활성화를 이끄는 전략적 수단으로 작용할 수 있으며, 특히 강원 지역과의 연계를 통해 지속 가능하고 실질적인 지역 발전을 도모할 수 있다. 나아가 철도자산은 미래 세대에게 역사적 경험을 전달하는 공공 자산으로서의 가치도 지니고 있다.
Abstract
This study critically examines the cultural significance and utilization potential of South Korea’s railway heritage, with a particular focus on the Gangwon region, aiming to explore strategic linkages between cultural heritage utilization, regional tourism development, and economic revitalization. Railway assets embody the historical trajectories of modernization and industrialization while symbolizing local community identities. The systematic documentation and digital archiving of these assets not only serve as vital resources for academic research and education but also constitute a strategic framework for the sustainable preservation of cultural heritage. Consequently, proactive engagement in the utilization of railway heritage is imperative. Focusing on representative case studies in Gangwon, such as the Hwacheon Train Pension, Donghae Sea Train, Taebaek Aurora Park, and Jeongseon Rail Bike, this research analyzes both the potential and constraints of railway assets as cultural tourism resources. The study underscores the necessity for practical interventions including the transformation of sites into immersive, stay-oriented tourist destinations, enhanced local community participation, and the development of digital content platforms. Moreover, it highlights the critical importance of establishing collaborative governance frameworks among governmental bodies, local authorities, and private stakeholders, alongside policy and institutional reforms to ensure the sustainable conservation and effective activation of railway heritage. In conclusion, the cultural reconfiguration of railway assets functions as a strategic instrument to reinforce regional identity and stimulate tourism growth. Particularly through integrative approaches with the Gangwon region, such efforts can facilitate sustainable and meaningful regional development. Additionally, railway heritage holds intrinsic value as a public cultural asset that transmits historical experience and collective memory to future generations.
