연구 목적: 이 연구는 도시의 경제적, 사회적, 문화적 활력 회복을 위하여 도시경쟁력을 높이며 지역 공동체를 회복하는 도시재생의 중요성에 따라 성공적 사례인 강원도 영월군을 심도 있게 분석하고자 한다. 연구 방법: 도시의 문화적 요소를 도시재생과 변화의 촉매이자 성장 동력으로 활용한 문화 주도형 재생 유형으로 마차리의 탄광문화촌과 시가지 경관 정비 사업을 살펴보면서 도시재생의 가치와 지속가능성에 대해 알아보고자 하였다. 연구 내용: 1960-70년대 석탄산업의 핵심지역으로 전성기를 누렸으나 1990년대 에너지 정책 변화로 인해 쇠퇴가 진행된 강원도 영월군 북면 마차리의 도시재생 사례를 분석하고자 했다. 마차리는 당시 도시 활기를 재연한 탄광문화촌이 건립되고, 시가지 경관 정비 사업을 진행하며 탄광을 문화적 자원으로 활용한 도시재생의 사례로 선정하였다. 문화 주도형 도시재생의 효과에 대해 고찰하였다. 결론 및 제언: 강원도 영월군의 사례는 도시재생에서 문화를 단지 수단으로 보는 것이 아니라 문화적 가능성을 발견해 쇠퇴지역의 문화적･공간적 가치와 지속가능성에 대한 가능성을 발견하는 데 의의가 있다.
Abstract
This study aims to analyze Yeongwol-gun, a successful case of urban regeneration in accordance with the importance of urban regeneration to restore the economic, social, and cultural vitality of cities by increasing their competitiveness and restoring local communities. I explore the value and sustainability of urban regeneration by examining Machari’s Coal Mine Cultural Village and downtown landscape improvement project as a type of culture-led regeneration that utilizes the city’s cultural elements as a catalyst and growth engine. I analyze the case of urban regeneration in Machari, which enjoyed its heyday as a core area of the coal industry in the 1960s and 1970s, but declined due to changes in energy policy in the 1990s. Machari was selected as an example of urban regeneration that utilized coal mines as cultural resources by establishing a coal mine cultural village that revived the city’s vitality and carrying out a downtown landscape maintenance project. The effectiveness of culture-led urban regeneration was examined. The case of Yeongwol-gun is significant for discovering cultural possibilities rather than just viewing culture as a tool in urban regeneration, thereby discovering the cultural and spatial values of declining areas and possibilities for sustainability.
