Abstract

There are complicated issues that contribute to alcohol addiction, drug abuse, mental health problem, and finance difficulty among homeless offenders leaving prison. Due to the lack of social and economic support, homeless offenders are more likely to face numerous barriers in solving their problems and in handling their dysfunctional conditions. In this context, homelessness leads to the increased risk of committing crimes in community. This study aims at exploring new housing strategies that can be applied to the Korean community correctional system by introducing Probation Housing Model. Probation officers have preferred to provide homeless offenders (probationers or parolee) with voluntary aftercare in a passive way because probation officers could assign the homeless offenders to shelter or residence only when the offender requested the aid of housing in Korea. Interestingly, most homeless offenders released from prisons have refused to ask probation officers of obtaining official help in seeking temporal housings. As the result, the unstable conditions of the homeless offenders were exacerbated and it caused critical, perhaps insuperable, obstacles to reentry and successful adjustment to community. In this sense, this research challenges the voluntary aftercare structures of offender residency policy in Korea. This study focuses on innovative offender housing plans for the homeless probationers by emphasizing mandatory aftercare system. The new residence plans for the homeless offenders are based on the models that Latessa and Allen had recommended in 1997. Concentrating on the obligatory accommodation systems that are run by housing staffs and probation officers under the structured regime, this study address “Broken Window Probation” and “Offender Reentry” approaches as crucial community correction philosophies. A wide range of strategies and consideration for the offender housing will be discussed.
