출소자는 출소 후 지역사회로 돌아가 재적응하는 과정에서 어려움을 겪게 되며, 이 적응에 실패할 경우 재범의 위험에 빠지기 쉽다. 재범율의 증가와 함께 교도소 내에서의 교정뿐 아니라 출소 후의 갱생보호사업에 대한 중요성이 매우 크다. 한국에서는 한국갱생보호공단과 소수의 민간갱생보호단체에 의해서 갱생보호사업이 진행되고 있다. 본 연구는 지역사회중심의 효율적인 갱생보호사업을 탐색해 봄으로써 재범을 방지하고 출소자의 복지를 증진시키는데 목적이 있다. 구체적인 연구내용은 첫째, 한국과 외국의 재범의 현황을 고찰한다. 둘째, 재범 가능성의 위험요인과 억제요인을 살펴본다. 셋째, 출소자들의 사회복귀를 도와주는 기구인 한국갱생보호공단의 사업 현황과 민간차원에서의 갱생보호사업에 대해 고찰한다. 넷째, 지역사회연계를 통한 효율적인 갱생보호사업의 모델을 제시한다. 결론에서는 갱생보호사업 활성화를 위한 정책방향을 제시하였다.
Abstract
A released prisoner may suffer from readaptation into society. If they fail the efforts for reintegration into society, they are likely to commit a crime again. As the recidivism rate is increasing, the rehabilitation for the released prisoner becomes a very important issue. Even though the Korea Rehabilitation Agency have performed various rehabilitation programs, we are not satisfied with the outcomes. The purpose of this study is to explore community-based rehabilitation for the prevention of recidivism of the released prisoner. The study consists of four parts. First, the rates of recidivism in Korea and foreign countries are explored. Second, the risk factors and protective factors on recidivism are discussed. Third, the current programs and the amount of the services to be provided by the Korea Rehabilitation Agency are explored. Fourth, the stages, the tasks, and networking of community resources for effective rehabilitation are developed. In conclusion, the recommendations for the correctional policy in order to accomplish the community-based rehabilitation are suggested.
