대규모 국책사업 백지화 사례연구: 시화호, 장항산업단지의 정책종결과정을 중심으로

본 연구는 백지화된 두 대규모 사업(시화담수호사업과 장항산업단지 갯벌매립사업)의 정책종결과정을 추적하고, 그 속에서 발생한 정부의 정책학습 실패요인을 분석하고자 한다. 시화담수호사업의 경우 수질오염이라는 환경재난이 촉발요인으로 작용하여 환경단체를 비롯한 일반 시민의 분노가 갑작스럽게 표출되어 백지화된 사례이다. 이에 비해 장항산업단지 갯벌매립사업의 경우 치명적인 환경재난이 발생되기 전에 국회의원과 환경단체 등의 문제의식 발현으로 인하여 중지된 사례이다. 그러나 두 사례는 시간적으로 연속되어 있고, 높은 공간적 유사성을 갖는다. 따라서 우리는 시화담수호 백지화사건 이후에 발생되었던 장항산업단지 갯벌매립사업에 대하여 이전의 사례를 통한 정책학습을 통해 정책개선이 가능하고 연이은 실패를 예방할 것이라는 바람을 가져볼 수 있는 것이다. 그러나 두 사례의 비교결과, 수질오염의 여부로 인한 이슈의 돌발성 측면을 제외하고 정부의 정책학습의 실패는 모든 분석 측면(환경 엔트로피의 감소, 위험평가와 관리, 책임성)에서 또다시 반복되었음을 확인할 수 있었다.
Abstract
This study seks to track down the policy termination proceses of the two large-scale national projects, which are the desalination project of Shihwa-ho and land reclamation project for Janghang Industrial Complex, and to analyze the failure of the government's policy learning failures ocuring in that. Both cases are continuous in time, and also have high spatial similarity. Therefore, we could expect policies to be improved through policy learning for the land reclamation project that began after the sinking of the desalination project of Shihwa-ho. However, the failure of the two cases resulted in the failure of the government's policy learning, the failure of water polution, to ensure that the failure of the policy has ben repeated again in al aspects of the analysis (reduction of the environmental entropy, risk, and responsibilty).
