Abstract
An industrial complex is not a mere physical construction on land. It is also a product of political and economic actions taken by various social forces including institutional planning, management, operation, and execution mechanisms. The purpose of this study is to analyze the influence of different social forces at both national and local levels on the process of socio-spatial restructuring during the initial development stage of the Sihwa Industrial Complex in the 1980s. From the start, the development of the Sihwa Industrial Complex was problematic. National and local social forces clashed with each other on the following problems: high real estate prices and stringent sale conditions, tax discrimination, insufficient gravel for land reclamation, inadequate infrastructure, and guarantees for local fishermen on land compensation and their rights to livelihood. During this process, these social forces sought to fulfill their own objectives and demands through conflicts, exclusions, adjustments, and negotiations, each through their respective discourses and practical strategies. However, the economic discourses and strategies advocating for the protection of early local residents’ and Sihwa Industrial Complex factories’ rights to livelihood evolved into political conflicts following the introduction of local autonomy in 1992, giving rise to new narratives and spaces for solidarity. Efforts to oppose the renaming of the Sihwa Industrial Complex, the transfer of facility management rights, and to address pollution in Lake Sihwa brought these issues into direct conflict with the government. Such circumstances influenced the overall process of the socio-spatial restructuring.
