본 연구는 2021년 제도 개편 이후에도 여전히 실효성과 활용성 측면에서 구조적 한계를 드러내고 있는 한국의 다문화사회전문가 제도의 문제점을 분석하고, 그 개선 방안을 모색하는 것을 목적으로 한다. 이를 위해 자격 제도의 법적 기반과 교육 운영 실태를 검토하고, 자격 활용 현황을 고찰하며, 캐나다의 유사 사례를 대상으로 비교문화적 분석을 수행하였다. 분석 결과, 한국의 자격 양성 체계는 중앙집중적 구조로 인해 소외 지역일수록 지역 기반의 다문화사회전문가 양성이 어렵고, 실천 중심 교육이 부족하다는 한계가 드러났다. 또한 자격의 활용도와 직업적 안정성이 낮으며, 개별 자격만으로는 전문가로서 사회적 인정을 받기 어려운 구조적 문제가 확인되었다. 반면 캐나다 사례 분석을 통해 형식적 자격보다는 활동 역량 중심의 지역사회 기반 실천 구조와 민-관 협치, 독립기구를 통한 전문적이고 투명한 관리 체계가 전문가 역량 강화와 제도화에 기여하고 있음을 확인할 수 있었다. 이러한 분석을 바탕으로 본 연구는 다문화사회전문가 양성 제도와 전문가 역할 수행의 실질적 효과를 높이기 위한 개선 방향을 제안하였다. 이를 통해 다문화사회전문가 양성 대학과 자격 제도의 내실화를 도모하고, 사회통합 정책의 실행력을 강화하며, 우수 전문가 양성을 위한 학문적·정책적 시사점을 제공한다는 데 본 연구의 의의가 있다.
Abstract
This study examines the structural limitations of South Korea’s Multicultural Society Professional (MSP) system, which continues to face challenges in both effectiveness and practical application despite the 2021 reform. It analyzes the legal framework and operational practices of the certification system, evaluates the actual utilization of the qualification, and offers a cross-cultural comparison with Canada as a reference case. The findings indicate that South Korea’s highly centralized MSP training system impedes the development of regionally based professionals, particularly in underserved areas, and that practice-oriented education remains inadequate. In addition, MSP certification provides limited job security and lacks sufficient social recognition as a professional credential. By contrast, the Canadian case highlights how a community-based, competency-driven model—supported by collaboration among government, regulatory bodies, and educational institutions through independent and specialized management—can strengthen professional capacity. Drawing on these insights, the study recommends establishing an independent certification management body, expanding community-based practice, and enhancing continuing education and renewal systems. This research contributes academic and policy guidance for improving the quality of MSP training and certification, ultimately advancing the effectiveness of social integration efforts through the development of skilled professionals.
