연구는 공공서비스의 영역이 점차 확대되고 있는 상황에서 공공서비스의 효과성을 제고하기 위하여 어떠한 공공서비스에 어떠한 공동생산 방식을 적용하는 것이 적합할 것인지에 대한 관심에서 시작되었다. 이에 대한 답을 구하기 위하여 공공서비스 공동생산의 하나의 새로운 방식으로서 공공서비스 디자인을 제안하고, 학대피해아동을 대상으로 하는 아동보호서비스에 초점을 맞춰 국민디자인단사례를 실증분석함으로써 공공서비스 디자인의 유용성을 탐색하였다. 연구 결과 첫째, 아동을 대상으로 하는 아동보호서비스와 같이 수요자의 직접 참여가 어려운 공공서비스는 수요자의 경험을 관찰하고 분석함으로써 숨은 요구를 발견할 수 있다. 둘째, 비가시적인 특성을 갖는 수요자 개인에게 귀속되는 대인 서비스의 경우 서비스를 시각화하기 위한 공공서비스 디자인 도구를 사용함으로써 진짜 문제를 정의할 수 있다. 셋째, 공급자와 수요자뿐만 아니라 그 외 다양한 이해관계자의 관여가 필요한 공공서비스의 경우 다양한 이해관계자의 참여와 협업을 핵심으로 하는 공공서비스 디자인을 통해 공공서비스를 공동생산할 수 있다. 본 연구는 기존 행정학 분야에서 논의해 온 공동생산에 디자인 분야의공공서비스 디자인 방법론을 결합하기 위한 시도로 학제 간 융합의 차원에서 하나의 새로운 방향을제안한 것에 의의가 있다.
Abstract
This study begins with an interest in determining which co-production methods are appropriate for various public services. To find the answer, it proposes public service design as a new co-production approach and conducts an empirical analysis of the National Design Group, focusing on child protection services for abused children. The findings are: 1) for public services where direct user participation is difficult, such as child protection services, observing and analyzing user experiences can uncover hidden needs; 2) for interpersonal services with invisible characteristics attributed to individual users, using public service design tools to visualize the services can help define the real problems; 3) for public services that require the involvement of various stakeholders, emphasizing participation and collaboration through public service design can facilitate co-production. This study is significant as it proposes a new direction for interdisciplinary convergence by combining co-production in public administration with public service design from the field of design, offering a novel approach to public service co-production.
