Abstract

This study aims to develop and validate diagnostic indicators for assessing the quality of career services in higher education institutions. To this end, the concept and components of career services in higher education were derived through an analysis of domestic and international literature. A preliminary set of diagnostic indicators was developed through a comparative analysis of domestic and international evaluation criteria for career services in higher education, which was subsequently refined through expert review. To validate the developed indicators, a Delphi panel of 30 experts from four domains—university evaluation, career development, employment services, and field practice—was formed, and a two-round Delphi study was conducted. Additionally, the Analytic Hierarchy Process (AHP) was applied to determine the relative importance and weights of domains, components, and indicators. The final diagnostic indicators for career services in higher education consist of 7 domains, 16 components, and 35 indicators: Strategy, Infrastructure, Curriculum, Career and Employment Information, Individual Guidance, Community, and Outcomes. The weight analysis revealed that Infrastructure (18%), Strategy (17%), Curriculum (15%), and Individual Guidance (15%) were ranked as the most important domains. At the component level, University Support, Career Development Curriculum, and Counseling and Assessment were identified as high-priority components. Based on the research findings, this study highlights the need to redefine the educational role of career services and adopt an integrated approach, and proposes policy implications and future research directions for the operation of career services in higher education.
