이 연구는 국내 소재 외국고등교육기관이 제도적·구조적 한계로 인해 실질적인 산학연협력 방안을 마련하는 데 어려움을 겪고 있는 현실을 반영하여, 주요 이해관계자의 인식과 요구를 확인하였다. 이를 위해 고등외국교육기관 산학연협력 관련 이해관계자(IGC 내 대학 관계자, 학생, 정부 관계자, 전문가)를 대상으로 하여 FGI를 실시하고, 전사 자료를 활용하여 토픽분석을 수행하였다. 분석 결과, 산학연협력 강화를 위한 수요 기반 실질적 정책 방안으로 1)제도 기반 정치 및 정책 환경 개선(연구 참여 확대를 위한 법·제도 개선, 기관의 제도적 정체성 명확화), 2)산학연 및 연구 협력 기반 조성(기술산업화 및 연구 활용 활성화 방안 마련, 재정 자립 지원, 조직 리더십 및 조직 운영 활성화) 3)학생 참여 및 지역사회 협력 강화(학생의 산학연 참여 기회 확대 및 제도 개선, 지역사회 내 고등외국교육기관의 역할 강화 및 협력 체계 구축)의 총 7가지 토픽을 영역별로 나누어 제안하였다. 이 연구는 국내 소재 고등외국교육기관의 특성과 운영 현실을 반영한 정책 설계의 기초 자료를 제공하여, 외국고등교육기관의 책무성을 강화하고자 한다.
Abstract
This study highlights the challenges faced by foreign higher education institutions in Korea in developing practical strategies for industry-academia-research (IAR) collaboration due to institutional and structural limitations. To address these issues, the study explores the perceptions and needs of key stakeholders. Focus Group Interviews (FGIs) were conducted with various stakeholders involved in IAR collaboration—such as university representatives within the Incheon Global Campus (IGC), students, government officials, and subject-matter experts—and a topic analysis was performed based on the transcribed data. A topic analysis of the transcribed data identified seven key themes, categorized into three strategic domains: (1) enhancement of institutional, political, and policy frameworks (e.g., legal reforms to expand research participation and clarify institutional identity), (2) establishment of foundations for IAR and research collaboration (e.g., support for technology transfer, financial autonomy, and organizational leadership), and (3) reinforcement of student engagement and community partnerships (e.g., improved access to IAR activities and strengthened local collaboration). This study seeks to provide foundational insights for policy development that reflect the unique characteristics and operational contexts of foreign higher education institutions in Korea, ultimately contributing to enhanced accountability and social impact.
