아시아·태평양지역의 장애인을 위한 국제개발협력 현황 파악을 위한 연구

장애인들은 장애로 인해 경제활동 및 사회활동의 제약을 경험하고 있으며 부적절한 사회 서비스로 인해 삶의 질이나 만족도가 떨어지기도 한다(Corrigan, 2004; Smart, 2015). 특히 아·태지역에 거주하고 있는 장애인들은 부족한 국가적 및 사회적 지원 때문에 차별이나 불평등을 경험하고 있다(UNESCAP, 2018). 이에 여러 기관이나 단체에서 아·태지역 장애인을 위한 국제개발협력 사업을 실시하고 있으며 우리나라 역시 장애인을 위한 사업을 확대하고 있다. 본 연구에서는 아·태지역 장애인을 위한 국제개발협력 사업의 동향을 파악하기 위해 여러 기관에서 실시하고 있는 사업을 조사하여 사업국가, 사업대상, 사업내용 등에 따라 분석하였다. 분석 결과에 의해 향후 아·태지역 장애인을 위한 국제개발협력 사업을 계획할 때 고려해야 할 사항들을 제시하였다.
Abstract
Due to the disability, people with disabilities(PWDs) experience limitations of economic or social activities and lower level of life satisfaction or quality of life because of the lack of social services(Corrigan, 2004; Smart, 2015). More specifically, PWDs at the Asian-Pacific regions are more likely to experience social discrimination or inequality due to national and social supports(UNESCAP, 2017). Thus, numerous agencies and organizations implement international development cooperation projects for PWDs at the Asian-Pacific regions and South Korea also expands the projects for PWDs. In the current study, in order to investigate trends in the projects for PWDs at the Asian-Pacific regions, numerous projects by the agencies and organizations were analyzed according to the locations, objectives, targets of the projects. On the basis of the results, the implications and considerations are proposed for the future projects for PWDs at the Asian-Pacific regions.
