한국 장애인복지서비스 분야 개인예산제도 운영 모형에 대한 탐색

초록

개인예산제는 사회서비스 이용자가 서비스를 효과적으로 선택하고 통제할 수 있도록 하여 궁극적으로 이들의 주권을 강화하는 유용한 수단이 된다. 본 연구의 목적은 한국형 개인예산제도의 모의적용을 앞 둔 현 시점에서, 향후 시범사업과 본 사업의 구체적인 사업내용과 방식을 설계함에 있어서 고려해야 할 쟁점들을‘개인예산제 운영모형’을 중심으로 점검 및 논의하는 것이다. 즉, 우리나라 개인예산제도가 좀 더 시행착오를 줄이고 ‘이용자 중심’이라는 가치를 담보해낼 수 있도록 하기 위해 궁극적으로 한국형 개인예산제도가 나아가야 할 ‘운영모형’을 제안하는 것이다. 이를 위해 개인예산제 개념과 영국 및 호주 개인예산제 운영모형을 고찰하였으며, 전문가를 대상으로 개인예산제에 포함될 서비스의 급여범위에 대한 델파이 조사를 실시하였다. 이와 같은 연구결과를 토대로 개인예산제도 시범사업 및 본 사업 시행시 반영해야 할 구체적인 시행방안을 제시하였다.

Abstract

The personal budget system has become a useful means to ultimately strengthen the sovereignty of social service users by enabling them to effectively select and control services. At this point ahead of the simulated application of the personal budget system, the purpose is to examine and discuss issues to be considered in designing the specific project contents and methods of future pilot projects and main projects, focusing on the 'personal budget system operation model'. In other words, we propose an 'operational model' that the Korean personal budget system should advance in order to reduce trial and error and secure the value of 'user-centered'. To this end, the concept of the personal budget system and the operating model of the personal budget system in the UK and Australia were reviewed, and a Delphi survey was conducted on the scope of service to be included in the personal budget system for experts. Based on these research results, specific implementation plans to be reflected in the implementation of the individual budget system pilot project and main project were presented.
