해외 개인예산제도 형성 주도 세력과 이용자 선택권의 관계

이 연구는 해외 개인예산제도 형성을 주도한 세력을 분석하고, 이를 제도 내에서의 이용자 선택 권과의 관계를 살펴보는 것이다. 개인예산제 주도 세력과 이용자 선택권의 관계를 살펴보기 위해 8개국, 11개 제도를 분석대상으로 하였다. 분석결과, 이탈리아 동행수당, 독일 현금급여, 독일 사 례관리예산제도, 프랑스 장기요양수당제도는 늘어나는 돌봄 비용을 줄이고자 하는 정부 주도로 제도가 형성되었고, 스웨덴 장애인활동지원수당, 네덜란드 개인예산제도, 오스트리아 장기요양수 당제도, 영국 직접지불제도, 영국 개인예산제도, 미국 Cash and Counceling, 미국 자기주도지 원서비스는 모두 장애인의 권한강화를 주장하는 장애인 주도로 제도가 형성되었다. 개인예산제도 의 이용자 선택 정도와 제도형성 주도 세력 간의 관계를 살펴본 결과, 장애인이 제도형성을 주도 할수록 이용자 선택 정도가 높아지는 것으로 나타났다. 특히 선택 정도의 한 요소인 현금사용의 융통성보다는 다른 한 요인인 정보와 지원시스템의 기능 수준과 주도 세력 간의 상관성은 높았 다. 즉 장애인이 제도형성을 주도할수록 개인예산제도의 정보와 지원시스템 기능 수준이 높아졌 다. 이에 따라 2024년에 개인예산제도 시범사업을 시행하는 우리나라는 이용자의 실질적인 선택 권을 높일 수 있는 모형으로의 개발이 필요하고, 제도 개발에 장애인 및 당사자 단체의 참여가 필요하고, 이용자 선택권 보장을 위해 정보와 지원시스템을 잘 만들 필요가 있다.
Abstract
This study analyzes the forces that led the formation of each country's personal budgets and examines their relationship with user choice. To examine the relationship between the leading forces in the personal budgets and user choice, 11 systems in 8 countries were analyzed. As a result of the analysis, the Italian companion allowance, German cash benefit, German individualized case managed care budgets, and French long-term care allowance were formed under the leadership of the government to reduce the increasing cost of care, the Swedish disability activity support allowance, the Dutch personal budgets, the Austrian long-term care allowance, the UK direct payments, the UK personal budgets, the US Cash and Counceling, and the US self-directed support service were all formed under the leadership of disabled people who advocate for the strengthening of their rights. As a result of examining the relationship between the degree of user choice of the personal budgets and the forces leading the formation of the system, it was found that the degree of user choice increased as the disabled person led the formation of the system. In particular, the correlation between the level of function of the information and support system, which is another factor in the degree of choice, and the leading power was higher than the flexibility of cash use, which is a factor in the degree of choice. In other words, as disabled people took the lead in system formation, the level of information and support system functions of the personal budget system increased. Accordingly, Korea, which is implementing a pilot project for the personal budgets in 2024, needs to develop a model that can increase users' practical choice, and the participation of disabled people and disabled organizations in the development of the system is essential, and to ensure user choice, There is a need to create a good information and support system.
