일본 지방선거의 무투표당선 선거구 결정요인 분석 - 제19회 통일지방선거를 중심으로 -

일본 지방선거에서는 입후보자 수가 부족해서 발생하는 무투표당선이 심각한 문제가 되고 있다. 본 연구에서는 무투표당선 선거구가 발생하는 원인을 2019년에 치러진 제19회 통일지방선거의 도도부현의회 의원선거, 정촌의회 의원선거, 시·정촌장 선거를 대상으로 실증분석을 하였다. 독립변수로는 선거구 정수, 신인 후보 비율, 여성 후보 수 및 비율, 참여 정당 수, 보수수준, 후보자 평균연령을 설정하였다. 경험적 분석을 한 결과, 도도부현의회 의원선거에서는 선거구의 정수가 적을수록, 신인 후보 비율이 낮을수록, 여성 후보 비율이 낮을수록, 참여 정당의 수가 적을수록 무투표당선 선거구가 될 가능성이 증가했다. 정촌의회 의원선거는 신인 후보 비율이 낮을수록, 의원보수 수준이 낮을수록 무투표 선거구가 될 가능성이 증가하였다. 시·정촌장 선거는 신인 후보 및 여성 후보가 존재하지 않는 경우 무투표당선 선거구가 될 가능성이 증가했다. 실증분석을 바탕으로 일본 지방선거에서 무투표당선을 줄이기 위해 다음과 같은 방안들이 제시되었다. 첫째, ‘공직출마 일시휴직제’ 도입, ‘휴일·야간 의회’ 개최와 같이 샐러리맨 등이 보다 쉽게 입후보할 수 있는 환경을 만들 필요가 있다. 둘째, 의원선거에 비례대표제를 도입하여 여성들이 보다 쉽게 당선될 수 있게 해야 한다. 셋째, 정촌의회 의원의 보수를 대폭 인상해서 의원직을 보다 매력적인 직업으로 만들어야 한다. 마지막으로 도도부현의회 의원선거의 1, 2인구를 대폭 줄이고 3인구 이상의 선거구를 대폭 늘려야 한다.
Abstract
In this study, an empirical analysis was attempted on the causes of election without ballots of the 19th Japanese unified local election in 2019. The fewer the number of constituencies, the lower the ratio of rookie candidates, the lower the ratio of female candidates, the fewer the number of participating parties in the prefectural assembly elections increased the number of non-voting elections. In the municipal assembly elections, the lower the percentage of new candidates and the lower the remuneration level, the higher the number of non-voting elections. The election for municipal, town, and village mayors was highly likely to result in uncontested election if there were no rookie candidates or female candidates. The following measures were proposed to reduce the number of uncontested election in the Japanese local elections. First, it is necessary to create an environment in which office workers can easily run for office. Second, a proportional representation system should be introduced in the local council elections. Third, the remuneration of town and village council members should be significantly increased to make the office of a member of the council more attractive. Lastly, it is necessary to significantly increase the constituencies with 3 or more members in the prefectural assembly elections.
