단순다수제와 대통령제의 비조응성: 다당제의 필요성과 대통령제 연립정부의 모색을 위한 시론

초록

선거제도란 강점과 약점이 혼재된 복수의 옵션들 간 선택의 문제일 뿐인 것인가? 그리고 다수대표제든 비례대표제든 각 선거제도가 가지는 긍정적 효과들이 적지 않은 만큼, 어느 쪽을 선택할 시 그에 따른 단점들은 그저 감내해야 할 문제들에 불과할 뿐인가? 이러한 문제제기 속에서 본고는 양당제의 가장 주요한 강점들로 꼽혀온 안정성과 책임성의 확보란 측면이 (의원)내각제와 대통령제 정부형태하에서 그 성취도가 판이할 수 있음에 주목하고자 했다. 즉, 양당제와 내각제의 조합과 달리, 양당제와 대통령제가 결합할 경우 단순다수제 선거제도의 이점으로 그간 통념화되어온 국정운영상 안정성의 확보 및 명확한 책임성의 부과가 매우 어려워질 수 있음을 이론적으로 검토해보는 것이다. 이와 동시에, 유사한 맥락에서, 양당제는 내각제보단 최근의 미국이나 한국 등의 사례에서 보듯 대통령제와 결합할 시 훨씬 더 심각한 정치적 갈등과 대립을 낳을 수 있다는 점 또한 논증하고자 한다. 특히 이러한 양상은 정치적 양극화가 심화될수록 더욱 뚜렷해지는 것으로 보인다. 그리고 나아가 본고는, 이러한 문제점들을 감안하여, 대통령제 국가에서도 연립정부형 협치의 제고를 위해선 다당제의 수립이 필요하다는 점을 시론적 차원에서 그 대안으로 제시한다.

Abstract

Is the introduction of an electoral system just a matter of choosing between multiple options with mixed some advantages and disadvantages?As both the majoritarian and proportional representation systems have a lot of positive effects, respectively, whichever one is chosen between the two, must its disadvantages be just endured? As for these questions, this paper pays attention to that the stability and responsibility of government, which has been considered the most important strength of the two-partism, can be achieved to significantly different extent under presidentialism and parliamentarism. That is, it theoretically examines that when two-partism is combined with presidentialism, securing the stability of and imposing clear responsibility on government would be very difficult, which has been conventionally regarded as the advantage of majoritarian electoral system. At the same time, it is argued that two-partism can lead much more serious political conflicts and confrontations when combined with presidentialism, as seen in the recent cases of the US and Korea, rather than parliamentarism. Furthermore, considering these problems, this paper as an essay suggests as a concluding implication that the establishment of multipartism is necessary to make coalition governments and corresponding consensual politics in presidential democracies as well.
