화장품 산업 내 중소기업을 대상으로 한 실증연구 결과, 수출 기업들은 아세안·중국을 비롯한FTA 체결국가로 제품 수출 시 1) FTA 협정세율 적용 절차를 인지하고, 2) FTA C/O를 적극적으로 활용할 경우, 3) 수출증가 등 경제적 성과를 달성할 수 있음이 실증적으로 증명되었다. 이에 본 연구는 한-아세안 FTA 실증연구를 바탕으로 FTA를 활성화시키기 위한 비즈니스모델을 제시하였다. 첫째, 비용 절감 비즈니스 모델은 FTA 협정의 원산지 규정을 활용해 관세장벽을 완화하는 것이다. 이를 통해 관세 절감 혜택으로 낮은 가격으로 태국시장 진입은 물론 원재료 수입으로 인해 생산원가 절감 효과가 나타날 것이다. 둘째, 비관세장벽 완화 비즈니스 모델은 화장품 중소기업이 수출 및 투자 시 유의해야 할 통관· 표준·인증·환경·위생검역 등의 분야를 다루고 있다. 시장 진출 시 기업이 부딪히는 비관세장벽등 무역 애로 사항들을 한-아세안 FTA를 활용하여 해결할 수 있다. 셋째, 상대국 FTA를 활용한 물류·생산 거점 비즈니스 모델은 아세안 국가 혹은 아세안과 FTA 협정을 맺고 있는 국가에 우회 수출을 통해 관세 혜택은 물론 비관세장벽을 회피할 수 있는 전략이다.
Abstract
As a result of empirical research on small and medium-sized companies in the cosmetics industry, when exporting products to FTA signing countries, 1) recognizing the procedure of applying the FTA agreement tax rate, and 2) actively utilizing FTA C/O, export companies can increase their economic performance by increasing exports. It has been proved empirically that can be achieved. Therefore, this study suggested a business model to activate FTA based on the ASEAN-Korea FTA empirical study. First, the cost-cutting business model is to mitigate tariff barriers using the rules of origin of FTA agreements. As a result, tariff reduction benefits will lead to entry into the Thai market at low prices, as well as cost savings from raw material imports. Second, the non-tariff barrier mitigation business model covers the areas of customs clearance, standards, certification, environment, and sanitary quarantine that cosmetic SMEs should consider when exporting and investing. Trade difficulties such as non-tariff barriers that companies encounter when entering the market can be solved by using the ASEAN-Korea FTA. Third, the logistics and production base business model using the FTA of the other country is a strategy that avoids tariff barriers and non-tariff barriers by bypassing exports to ASEAN countries or countries that have an FTA agreement with ASEAN.
