이 글은 4⋅3 시기 변모하는 서북청년회의 지위와 지역민들의 기억에 대해서다룬다. 4⋅3 시기는 국가가 형성되는 시기였고 폭력의 독점이 요구되는 상황이었다. 그러나 국가에 의해 폭력이 독점 되기보다는 사적 영역에서의 폭력이 용인되고 허용되거나 하청되었다. 서북청년회는 이러한 폭력과 국가의 관계를 논의하는 데 중요한 주제라고 할 수 있다. 국가 형성기 폭력과 국가를 논하는 데 있어서민병대의 개념이 유효한데, 민병대의 개념과 특성을 고려해 보았을 때 서북청년회는 4⋅3 시기 민병대적 성격을 가진 폭력 조직이었다. 4ㆍ3 초기 서북청년회는 민간 단체로서 제주에 내려왔다. 이북에서 월남한 우익적 성격의 반공단체인 이들은 역외 기반 사적 폭력집단이었다. 제주 지역민에게각종 테러, 학살, 고문과 같은 괴롭힘을 일삼았다. 4ㆍ3이 전개되며 시기와 장소를달리하며 이들은 각각 경찰과 군인으로 모습으로 지위를 바꾸게 된다. 사적 폭력조직에서 공적 폭력 조직으로 편입된 것이다. 경찰이 되어갔던 서북청년회는 ‘임시경관’의 역할을 수행하다가 이후 정식 경찰로 임용된다. 군인이 되어갔던 서북청년회는 제9연대 내부에 ‘특별중대’가 만들어진 후 활동을 수행하다가 이후 제2 연대 3대대에 배속, 편입하게 된다. 이러한 서북청년회 지위의 변화에 대해 지역민들은 어떻게 기억하고 있을까. 서북청년회 특별중대가 주둔했던 도내 세 지역인 성산, 한림, 중문 지역의 주민들은 각자의 경험과 생활 속에서 서북청년회에 관한 나름의 기억을 가지고 있었다. 지역민들은 민간에 기거했던 때의 서북청년회, 학교 운동장에 주둔하게 된 서북청년회 특별중대, 서북청년회의 성격과 역할, 강제결혼과 마을에 남은 서북청년에대해서 기억하고 있었다.
Abstract
This article deals with the changing status of the Northwest Youth League and the memories of local residents during the April 3 period. The April 3rd period was a time when the nation was being formed, and it was a situation that required a monopoly on violence. However, rather than violence being monopolized by the state, violence in the private sphere was permitted, or even subcontracted. the Northwest Youth League can be said to be an important topic in discussing the relationship between this violence and the state. The concept of militia is valid in discussing violence and the nation during the formative period of the nation. Considering the concept and characteristics of the militia, the Northwest Youth League was a violent organization with a type of militia character. In the early days of April 3, the Northwest Youth League came to Jeju as a private organization. They were a right-wing anti-communist group that came to South Korea from North Korea and were a private violent group based outside the region. However, at different times and locations, they change into police officers and soldiers, respectively. It was transferred from a private violent organization to a public violent organization. the Northwest Youth League, which became the police, played the role of ‘temporary policemen’ and was later appointed as formal police officers. the Northwest Youth League, which had become soldiers, carried out activities after a ‘elite company’ was created within the 9th Regiment and was later assigned and transferred to the 3rd Battalion of the 2nd Regiment. In Seongsan, Hallim, and Jungmun, three regions of the province where the ‘elite company’ was stationed, memories of the Northwest Youth League are expressed by those who experienced the situation at that time. The residents remembered the the Northwest Youth League when they lived in the private sector, elite company stationed in the school yard, the nature and role of the Northwest Youth League, forced marriages, and people who remained in the village.
