고등학교 학업성취도 평가 결과를 토대로 한 기초학력 보장 정책 성과 분석

초록

이 연구에서는 ‘데이터 기반 정책 결정’ 차원에서 기초학력 보장 정책의 성과를 확인하기 위해 2009년부터 추진된 학력 향상 프로그램의 성과를 국가수준 학업성취도 평가의 결과를 기반으로 점검하였다. 정책수혜 학교가 매년 달라지는 정책적 특성을 고려하여 정책효과를 ‘09년 대비, ’10년 대비, ‘11년 대비 효과를 연차적으로 분석하였다. 회귀불연속 설계 모형, 자기선택 회귀모형, 중다회귀모형을 각각 적용하여 분석한 결과, ’09년 대비 ‘10년에 해당 정책이 기초학력미달 학생 비율을 약 3~5%p 감소시키는 효과를 보였으며, ’10년 대비 ‘11년에는 기초학력미달 학생 비율을 약 3%p를 감소시키고 있었다.’11년 대비 ‘12년에는 기초학력미달 학생 비율이 다소 증가하였으며, 교사풍토와 학업적 효능감이 연도 간 및 정책수혜 학교 간 비율 차이에 영향을 주고 있었다.

Abstract

The purpose of this study is to evaluate the performance of high school policy for improving basic academic proficiency based on National Assessment of Educational Achievement. As the schools of policy was selected different ways at each year from 2009 to 2012, three parts of analysis were conducted to examine the effects of policy: 1) the policy for 2010 compared 2009 was conducted based on RDD design, 2) the policy for 2011 compared 2010 was conducted based on Self-selection regression model, 3) the policy for 2012 compared 2011 was conducted based on multiple regression model. The results from the analyses are as follows. The policy for 2010 schools for improvement functioned positively to reduce the percentage of students of below basic about 3～5%p compared to 2009. And also, the policy for 2011 showed beneficial effects to reduce the percentage of below basic about 3%p compared to 2010. However, the percentage of below basic was slightly increased in 2012. Teacher-climate and academic efficacy effects the gap of the percentage of below basic between 2011 and 2012. And also, those variables effect a discrepancy of the percentage of below basic among schools which has been a beneficiary of the policy.
