Abstract

This study adopts the view that problems arising from employment of schemes on approved book are largely caused by inadequate legal basis available. Ever since regulations on curriculum books have been enacted by Presidential decree, provisions on approved books have been revised on a regular basis. Despite such revisions, it is true to say that the current law is not sufficiently in touch with rapidly changing circumstances. More importantly, approved books that traditionally act as supplementation to government-led published books or government authorized books have acquired greater significance than is due in many education institutions. For this reason, it is necessary to review and revise the application and evaluation process of and legal status of approved books. Despite the fact that large chunks of regulations on authorized books are applied to approved books, current regulations on curriculum books places limitations to approved books on aspects including its legal status and deadlines for development. In particular, regulations allow only 1/3 length of time for development and evaluation of approved books in comparison to authorized books, thus making it difficult for development and evaluation of quality approved books. In the light of growing importance placed on approved books, this study proposes revision of outdated provisions that do not fit in to ongoing changes made to the realm of education. First, legal status of approved books has been redefined by revising the provisions that reflect textbook production centered on government-led and authorized publishing systems, as well as introducing legal basis to develop quality approved books by setting out reasonable duration of time required for development and evaluation.
