Abstract

Education for political participation can be seen as one of the fundamental elements of social studies, a school subject, introduced to implement citizenship education in the National Curriculum. The purpose of this study is to explore the historical significance of education for political participation by examining its origin and transformation in Korea. Bearing this in mind, this study analyzed the form and content of education for politics and political participation during the period of Japanese occupation. It is followed by the examination of how education for political participation formed on the bases of social studies in the Early Korean Government period, drawing attention to the differences of the contents and contexts of education for political participation between the two periods. The main findings of this study can be outlined as follows: First of all, the early phase of education for political participation in the period of Japanese occupation can be characterized as having an exclusive focus on political concepts and principles, with little attention paid to social reality, especially in the case of teaching and learning Laws and Economics. The later phase of education for political participation during the Colonial Period, marked by the introduction of Civics at secondary school, can be summarized as having an emphasis on enhancing students’ competences as the loyal subjects of the Japanese Empire. In contrast, the aims and contents of education for political participation in the Early Korean Government period accompanied by the introduction of social studies as a school subject, fostered the goal of developing democratic citizens.
